About this opportunity

The City of Statesboro is seeking bids for the Hwy 301/SR 73 GDOT Passing Lane Project, a utility infrastructure relocation initiative in Brooks County, Georgia. The procurement involves the comprehensive relocation of an existing 6 HP main natural gas line to accommodate the Georgia Department of Transportation's (GDOT) passing lane construction project. Specific project requirements include installing approximately 8,000 feet of 6" high-pressure steel gas main, 3,500 feet of 4" polyethylene gas main, and 8 service connections. Bidders must submit sealed proposals by November 12, 2025, to Darren Prather, Director of Purchasing, and include a Utility Contractors License, insurance certificate, and a summary list of contractor employees with their Operator Qualification details. The contract has a defined completion timeline of 365 consecutive calendar days from the Notice to Proceed, with substantial completion expected within 90 calendar days. Liquidated damages are established at $1,000 per day for delays in substantial and final completion.

The procurement appears to be open to qualified utility contractors without specific set-aside designations for disadvantaged enterprises. Bidders must demonstrate comprehensive qualifications, including safety records, licensing, and performance bonding capabilities. The contract is structured as a unit price agreement, with total project costs determined by actual quantities of work completed at specified unit rates. While no specific budget range is explicitly stated, the project involves significant infrastructure installation with potential for substantial financial scope. The evaluation will likely focus on technical capability, licensing compliance, insurance coverage, and the contractor's ability to complete the gas line relocation within the specified timeframe and technical specifications. No incumbent vendors are mentioned in the available documentation, and the project appears to be a new infrastructure adaptation to support the GDOT road improvement project.
