About this opportunity

Brevard County is seeking professional engineering design services for the Grissom Parkway Widening project through Request for Qualifications (RFQ) #7-26-03, which requires expanding an existing two-lane roadway to a four-lane divided facility with median separation. The project spans approximately 1.6 miles from approximately 2,000 feet south of Port St. John Parkway to north of Fay Boulevard, with design requirements including adding one lane in each direction, developing turning movements throughout the corridor, evaluating roundabout options, and creating a phased construction approach with a minimum of two phases. Design deliverables must meet National Environmental Policy Act (NEPA) requirements to maintain federal funding eligibility and be prepared, signed, and sealed by a Florida-licensed design professional. The RFQ was released on October 7, 2025, with proposals due on October 29, 2025, at 10:00 a.m., and a Selection Committee meeting scheduled for December 2, 2025. Evaluation criteria included firm profile, technical approach, quality control, staff credentials, project team composition, related experience, and references, with a maximum of 100 possible points.

The project does not specify specific set-aside designations for disadvantaged enterprises, but contractors must be pre-qualified by the Florida Department of Transportation in work classes 3.2 Major Highway Design and 4.1.1 Miscellaneous Structures. Six vendors submitted qualifications: Baxter & Woodman, Hanson Professional Services Inc., Jacobs Engineering Group Inc., Kimley-Horn and Associates, Metric Engineering, Inc., and Rummel, Klepper & Kahl, LLP. Ultimately, Rummel, Klepper & Kahl was selected with the highest score of 17 points. The preliminary construction cost estimate totals $13,927,870, with a 20% contingency included, and the current budget for design services is $997,053.60. The contract will be non-exclusive, and fees will be negotiated with the awarded consultant, with funding subject to potential adjustment. The project anticipates a phased right-of-way acquisition approach based on needs and available funding.

Opportunity text

The design shall widen the existing roadway from two lanes to four lanes. It must consist of widening Grissom Parkway to add one additional lane in each direction and provide a median separated roadway with turning movements throughout the corridor. Additional roundabout evaluation is also needed. The County desires a phased construction approach to the widening (two phases minimum), with any additional transitional plans needed to accomplish the project, accounting for stormwater management and pedestrian improvements. The County may also desire a phased right-of-way acquisition approach based on needs and available funding. The design shall meet NEPA requirements to remain eligible for any Federal funding. The design documents must be prepared, signed, and sealed by a design professional, licensed in Florida in their area of expertise, employed by or retained by the Contractor.
