Vendors must carry professional liability insurance of $1 million per claim and $2 million aggregate, plus commercial general liability of $1 million per occurrence and $2 million aggregate, with 24/7/365 support and minimum 12-month warranty.

The County manages $396.3 million in annual grants (2020 actual) and $634.7 million year-to-date as of August 31, 2021. Evaluation is scored across responsiveness (5 points), experience and qualifications (20 points), solution description (25 points), functional requirements (30 points), implementation and project management (5 points), references (5 points), cost (10 points), and optional demonstration (up to 20 points) for 120 total points. REI Systems, Inc., scored 111.12 points and was recommended for award with a five-year total cost of $1,608,607.90. A pre-proposal WebEx conference was held November 4, 2021.
