About this file

This is Addendum 2 to a Request for Proposal issued by Gwinnett County, Georgia, for the provision and implementation of a grants management software solution on an annual contract with four renewal options. The solicitation seeks a comprehensive software system to manage the County's extensive grant portfolio, which includes 197 active federal and state grants with annual grant revenue of approximately $396 million (2020 actual). Proposals were required to be submitted in sealed containers by 2:50 p.m. on November 12, 2021, to the Gwinnett County Financial Services - Purchasing Division at 75 Langley Drive, Lawrenceville, Georgia. The addendum clarifies that onsite meetings are not required and that service providers may be located outside the United States, provided all Gwinnett County data is hosted domestically. The County had previously engaged with Amplifund, eCIVIS, and GrantVantage for software demonstrations to refine technical requirements.

The addendum addresses multiple clarifications regarding proposal submission, including confirmation that proposals must be submitted in physical sealed containers rather than via email and that the November 12, 2021 deadline would not be extended. The County confirmed that approved funding exists for the project and that award will be made to the highest-scoring service provider based on competitive pricing. Data integration will primarily involve Gwinnett County's SAP ERP system, which manages financial reporting and accounting records; the Grants Funding Opportunity System for tracking applications and awards; and Excel spreadsheets containing three to five years of historical grant data. The County emphasized that service providers are not required to provide a complete client list; partial information including product details, user counts, and years of implementation is acceptable and will be scored accordingly.

If this table is left blank, the proposal will be scored accordingly.
