About this opportunity
The Greater Orlando Aviation Authority has issued an Invitation for Bids (IFB) for fire extinguisher inspection, certification, repair, and maintenance services at Orlando International Airport (MCO) and Orlando Executive Airport (OEA) in Orange County, Florida. The procurement encompasses comprehensive maintenance services for approximately 2,319 to 3,600 handheld and portable fire extinguishers annually, including annual inspections and certifications, six-year internal maintenance services, hydrostatic testing, recharging, and disposal services across multiple extinguisher types (Dry Chemical ABC, Purple K, water mist, carbon dioxide, Halotron I, Ansul Met-X, and Class K). The contractor must provide all labor, supervision, materials, supplies, tools, equipment, and inventory reports while maintaining compliance with National Fire Protection Association (NFPA) 10 standards and Florida Statutes Chapter 633 (sections 304, 306, 308, 316, and 124), and must enter all inspection and maintenance data into the Aviation Authority's Enterprise Asset Management System (EAMS Maximo). The solicitation was released on March 5, 2026, with questions due by March 12, 2026, and bid responses due by March 23, 2026, at 11:00 AM; a non-mandatory pre-submittal meeting is scheduled virtually, with anticipated board approval on May 20, 2026, and contract commencement on or about May 1, 2026. Minimum qualifications require respondents to demonstrate three years of continuous, recent, and verifiable experience providing fire extinguisher services at a medium or large commercial airport, with documented evidence of servicing a minimum of 1,000 units per contract; respondents must also hold a Class "A" Facility License from the State Fire Marshal and ensure all technicians possess a Portable Permit. Award will be made to the lowest responsive and responsible bidder based on pricing alone, with tie-breaking criteria including Drug-Free Workplace certification, MWBE status, location within specified counties, and coin toss as final determination.
No small business participation goals have been established for this procurement due to the specialized and technical nature of the services required. The contract is non-exclusive and does not restrict participation based on disadvantaged enterprise status, though the Aviation Authority reserves the right to increase, decrease, or delete portions of the scope as needed. Respondents must maintain comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $5,000,000 for AOA access, workers' compensation insurance with statutory limits, and pollution/environmental liability insurance of $1,000,000 per claim. The five-year contract term extends from 2026 through 2030, with estimated annual service volumes increasing from 3,000 units in Year 1 to 3,600 units in Year 5; the total estimated five-year contract value is approximately $421,331.23, with Year 1 costs estimated at $71,262.11 and Year 5 costs estimated at $87,078.85, reflecting annual price escalations of 3.0 to 3.1 percent. Payment terms are Net 45 days following satisfactory completion and invoice submission, with the Aviation Authority exempt from federal excise taxes and all sales taxes. All preliminary asset data must be entered into EAMS Maximo within three months of contract commencement.
