About this opportunity
Collier County Board of County Commissioners Procurement Services Division is requesting professional services proposals for development of a comprehensive Parks and Recreation Master Plan via RPS 26-8690, with proposals due November 18, 2026 at 3:00 PM EST and a pre-proposal conference scheduled for October 29, 2026 at 11:00 AM EST in Naples, Florida.
Consultants must demonstrate a minimum of five years' experience in municipal parks and recreation projects and possess expertise in market analysis, program assessment, and qualitative and quantitative research methods. At minimum one American Institute of Certified Planners (AICP) certified staff member must be directly involved with the master plan development.
The scope encompasses six primary tasks: market research and community profiling, open space planning, social service and recreation program assessment, master plan development, implementation strategy, and project coordination. Deliverables include a draft and final master plan, market research report, community profile, business planning assessment, needs assessment summary, GIS-based maps and inventories, conceptual plans, a 10-year Capital Improvement Plan, and implementation and funding strategies. All GIS databases, geodatabases, CAD files, mapping products, survey results, and supporting data become Collier County property upon completion. The plan will guide strategic direction for the Parks and Recreation Division, which manages over 2,000 acres across 84 facilities serving more than 400,000 residents.
Evaluation is based on 100 points across six criteria: ability of professional personnel (20 points), certified woman and/or minority business enterprise status (5 points), past performance (25 points), project approach and willingness to meet time and budget requirements (20 points), location (10 points), and recent, current, and projected workloads (20 points). Proposals are valid for 180 days from submission.
Collier County reserves the right to modify scope during negotiations for budgetary reasons and may extend the awarded agreement up to 180 days with written notice. Contract prices remain firm throughout the contract period. Proposals must be submitted electronically via the Collier County Procurement Services Division Online Bidding System at https://procurement.opengov.com/portal/collier-county-fl.
