About this opportunity
The City of Brookhaven, Georgia is requesting proposals for an enterprise asset management system (EAMS) supporting Public Works, Parks, and Facilities operations under RFP 26-111, with proposals due October 19, 2026 at 3:30 p.m. EST and questions due October 2, 2026. The solution must be GIS-centric, cloud deployed, and mobile enabled, with preference given to solutions that integrate with the City's existing ArcGIS Enterprise environment and GIS REST Services API while minimizing changes to current databases and business systems.
The scope encompasses lifecycle management of stormwater infrastructure, paving, sidewalks, traffic control assets, park facilities, playgrounds, athletic fields, buildings, and mechanical systems. The system must support comprehensive asset reporting and analysis and preserve GIS as the authoritative source of asset data. Alternative solutions will be considered, but those requiring fewer changes to existing architecture receive preference.
The contract period extends for the duration of the project with options to renew for four additional twelve-month terms under the same terms and conditions, unless terminated by the City by December 31 of any contract year. Pricing shall be submitted as a detailed estimate reflecting the vendor's proposed pricing model (SaaS, solution sale with maintenance, license quantities, or other), including implementation costs, annual subtotals, and costs for optional renewal years. Maximum pricing is reflected in Exhibit H.
Vendors must comply with Georgia's Security and Immigration Compliance Act (O.C.G.A. 13-10-91), maintain E-Verify authorization, and certify drug-free workplace compliance. Required insurance includes commercial general liability ($1 million combined single limit), automobile liability ($1 million), professional liability ($1 million per claim with nose and tail coverage), and workers' compensation with employer's liability coverage of at least $100,000 per employee. Insurance carriers must maintain a minimum "B+" A.M. Best's rating and be approved to issue policies in Georgia. Proposals are submitted exclusively through the Bonfire Portal at https://brookhavenga.bonfirehub.com/projects/view/254650.

The system must support comprehensive reporting and analysis and integrates with the City¿s existing ArcGIS Enterprise environment with minimal disruption to current systems. The preferred solution will utilize the City¿s GIS REST Services API (https://maps.brookhavenga.gov/arcgis/rest/services) to access and manage city assets, preserve GIS as the authoritative source of asset data, and avoid disconnected or unnecessary duplication of asset datasets. Alternative solutions may be considered; however, preference will be given to those requiring the fewest changes to the City¿s existing databases, GIS architecture, and business systems.
