About this file

This is an audio file from a pre-proposal meeting conducted by the Collier County Board of County Commissioners Procurement Services Division regarding an Enterprise Asset Management (EAM) Solution solicitation. The meeting was held on September 30, 2026, at 1:00 PM EST in Naples, Florida, with virtual attendance options available. The County is seeking a cloud-based SaaS platform to support approximately 1,100 users across multiple infrastructure portfolios including transportation, water and wastewater, stormwater, parks, transit, facilities, traffic signals, and solid waste. The proposed solution must deliver comprehensive asset lifecycle management with GIS-linked asset registries, work order management, preventative maintenance workflows, mobile field operations with offline capability, and asset planning and forecasting capabilities. Proposals are due October 23, 2026, at 3:00 PM EST. The County intends to award a single contract with an initial five-year term plus three one-year renewal options, with prices remaining firm throughout the initial contract period.

The evaluation criteria total 100 points, distributed across certified minority and women business enterprise status (5 points), implementation approach and ongoing support (25 points), functional and technical fit (20 points), integration capability (15 points), experience and past performance on comparable public-sector implementations (15 points), cost (10 points), and local proposer preference (10 points). A local proposer preference of 10 points applies to entities holding current business tax receipts in Collier or Lee County. Proposers must demonstrate a minimum of five years' verifiable experience implementing EAM systems for governmental or public-sector agencies and provide three to ten references of comparable implementations completed within North America. Cost proposals must itemize software acquisition, implementation, integrations, data migration, testing, training, project management, ongoing support, subscription or licensing fees, warranty coverage, and optional modules. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Cyber Liability and Technology Errors & Omissions of $1,000,000 each, and a Bid Bond of 5% of the cost proposal. Performance and Payment Bonds equal to 100% of the contract award amount are required. The proposed solution must maintain 99.5% system uptime excluding scheduled maintenance and include a 12-month warranty period following final acceptance.
