About this opportunity
The Putnam County Board of County Commissioners is seeking sealed bids from qualified contractors for the East Palatka Septic to Sewer Phase IV Project, a comprehensive infrastructure development initiative located in the Dunns Creek area of Putnam County, Florida. The project encompasses construction of individual residential grinder pump stations, small diameter sanitary force main piping, and a master pump station across multiple streets including San Mateo Rd., Butler Dr., Belle Dr., Sanjan Dr., Gail Dr., Riverside Ave., Waterside Ave., Shoreline Ave., and Waterway Ave. Contractors must comply with Florida Department of Environmental Protection (FDEP) and Florida Department of Transportation (FDOT) specifications, with specific requirements for directional bores under roadways and driveways. The project involves installing 167 residential E-one cores, constructing approximately 5,728 linear feet of 2" HDPE force main, 13,281 linear feet of 3" HDPE force main, and connecting to an existing 6-inch force main. Key deadlines include a mandatory pre-bid meeting on April 3, 2025, with sealed bids due on May 7, 2025, at 2:00 PM EST, and a project completion timeline of 395 calendar days from the Notice to Proceed.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The project will serve 323 single-family homes with a proposed average daily flow of 80,750 gallons per day, with Putnam County Public Works responsible for operation and maintenance of on-lot facilities. The FDEP permit for the project is effective from October 29, 2024, and expires on October 28, 2029. While specific budget ranges are not explicitly detailed, bidders are required to provide a bid bond of 5% of the total bid amount. The project involves significant infrastructure investment, with technical specifications requiring precise installation of wastewater collection systems, including abandoned septic system management, roadway restoration, and comprehensive electrical and utility connections. Bidders must submit comprehensive documentation including qualifications, references, and compliance forms, with the project funded through local government channels and focusing on converting existing septic systems to a centralized sewer infrastructure.
