About this file
This document is Addenda #3 for Bid 25-14, issued by the Putnam County Procurement Department for the East Palatka Septic to Sewer Project - Phase IV. The addendum provides clarifications and answers to potential bidders' questions regarding the project, which involves converting septic systems to a centralized sewer infrastructure. Key details include power requirements for individual grinder pump stations, with power to be provided from residences and potential line tap approvals, and guidance on electrical connections. The document confirms the Engineer's Estimate for the project is $11,366,859.60 and provides details on permit requirements, with plumbing and electrical permits needed for each property receiving a grinder pump station.
The addendum addresses multiple technical and logistical aspects of the project, including laydown yard locations, septic tank abandonment procedures, and pump station installation considerations. Contractors are advised that grinder pump stations can be relocated based on site conditions, and they are responsible for connecting blackwater lines and abandoning septic tanks per Health Department regulations. The document specifies pump performance points of 372 gpm @ 249' TDH and 268 gpm @ 253' TDH, with force mains rated at 200 psi. The county does not have a specific phasing plan, but will work with the contractor to coordinate property owner communications, and all necessary easements and agreements are already in place.

Bid 25-14 East Palatka Septic to Sewer Project – Phase IV
Addenda # 3 April 11, 2025
TO ALL BIDDERS SUBMITTING A RESPONSE ON THIS PROJECT
The changes, additions, substitutions, and/or deletions contained in Addenda #3 are hereby made part of the Contract Documents fully and completely for this Bid.
1. As builts for the recently installed water system is provided as supplemental documentation.
2. Power for each individual grinder pump is to be provided by power from the residence. It is anticipated that most lots are equipped with a separate service pole and that power may be connected there. If needed, a load side line tap can be approved to avoid the need to connect in the house service panel. Pump service panels may be mounted on the home or on a service pole, depending on the location of the pump station and the preference of the homeowner.
Panels for properties located in a flood zone will be required to be mounted at a minimum elevation and will require coordination with Putnam County to determine the height at the time of building permitting.
3. Question:
What is the budget for the project?
Answer:
The Engineer’s Estimate for the project is $11,366,859.60.
4. Question:
Do we have a list of houses in the floodplain?
No, but floodplain is marked on the plans.
5. Abandonment of existing septic systems is the responsibility of the contractor and is to be done per Health Department code. All septage is to be removed and hauled for treatment once the grinder pumps are connected and operating. Existing concrete tanks may be busted and filled.
Poly tanks may require removal.
6. The digital copy of the survey will be provided to the contractor at the start of the project.
7. Question:
Is there a location for a laydown yard?
Answer:
There are two locations for laydown: The Fire Station at 101 Gail Drive (also the location of the master lift station); and the old wastewater plant site at 341 Paradise Circle. If a locked location is needed for some stored materials, an area at the Public Works Complex will be provided.
8. Question:
Will separate permits be required?
Answer:
A plumbing and electrical permit will be required for each property receiving a grinder pump station.
Putnam County will work with the contractor to secure groups of permits from the Building Department. A list of properties will be given to the Building Department, which will prepare permits for pickup. It will be the responsibility of the contractor to pick up and pay for the permits.
The fee for each permit will be less than $200, so it is suggested that the contractor budget $200 per lot with a pump station. The contractor will also be responsible for filing the closure report for the septic tank with the Health Department.
9. Question:
How would multiple tanks on one property be handled?
Answer:
Only active used tanks will need to be disconnected and abandoned. If more than one active tank is on the property, Public Works will work with the contractor and issue a change order for the additional connection.
10. Question:
Is there a phasing plan for the project?
Answer:
The County does not have a specific plan for installation. If the Contractor has a proposed phasing plan, they can supply it to the County for approval. It is suggested that an early focus on the master lift station be made to allow for lead times and possible earlier clearance on portions of the project.
The County will work with the contractor to coordinate mailers and contact with the property owners as the project progresses. Required easements and agreements are in place with all property owners.
11. If, during the course of construction, a homeowner indicates that they do not wish to connect or have changed their minds, the contractor should direct them to coordinate with Public Works. No change to planned connections are to be made except at the direction of Public Works.
12. Question:
Are the grinder pump locations on the plans relative to the location of house tie in or septic tank?
The location of the grinder pumps is not specifically relative to either the septic tank or the house.
The stations were located based on site indicators of the septic system and to allow for the easiest connection to the home. The location of the station may be moved based on site conditions.
13. Question:
Have the septic tanks been located?
Answer:
The septic tanks have not been physically located, but the location of the grinder pumps has been set based on surface indications of the apparent location of the septic tank and drainfield.
14. Question:
We would like to confirm that all existing drainfields are to be abandoned in place.
Answer:
Drainfields may be abandoned in place. Septic tanks will need to be abandoned per Health Department regulations.
15. Question:
After riding the job, we found that many houses did not have meter/ panel combos like what was said in the meeting. The electrical feeds to the individual stations are going to be a key target in bidding this job. Not knowing the current location, availability, and condition of each individual house panel will play a major role in determining costs. Can there be an allowance put on each location so that all bidders are on the same playing field? If not, how should we go about bidding this?
Answer:
If the home is not connected to a service pole, the Building Department is allowing for the possibility of a load side line tap at the meter. This will allow for a separate disconnect and panel for the pump station without need to feed off the house service panel. As a suggestion for bidding, plan for a line tap and separate disconnect for each grinder pump station.
16. Question:
Since the location of the existing septic tanks are unknown, can the E-One stations be moved around on each lot to accommodate the gravity sewer?
Answer:
The grinder pump stations may be relocated based on site conditions to allow for a more logical connection to the residence.
17. Question:
Please confirm as stated in the pre-bid meeting that the contractor is not responsible for tying into or abandoning any additional greywater tanks found on the private property.
Greywater tanks do not need to be connected to the system. The contractor is only responsible for connecting blackwater lines to the system and abandoning septic tanks per Health Department regulations.
18. Question:
Is this pressure rating for force main, correct? 372 GPM @ 249” TDH?
The performance points for the pump are 372 gpm @ 249’ TDH and 268 gpm @ 253’ TDH. The pressure rating for the force mains is 200 psi (~461’ of head).
