About this opportunity
The City of Hayward is soliciting sealed proposals for professional design and engineering services related to the D Street Traffic Calming Project (RFP 26-027), a comprehensive transportation improvement initiative located in Alameda County, California. The procurement seeks a qualified consultant to prepare Plans, Specifications, and Estimates (PS&E) for traffic calming improvements on D Street, including a Class II bike lane, curb extensions, traffic diverters, a roundabout, and a protected center left turn lane designed to enhance pedestrian safety and reduce vehicle speeds across multiple intersections. The scope of work encompasses project management, survey and data collection, and five progressive design phases (30%, 60%, 90%, and 100% design completion), with the selected consultant required to provide a Professional Civil Engineer to stamp final construction documents and coordinate with existing Safe Routes to School (SR2S) and Highway Safety Improvement Program (HSIP) initiatives. Proposals must be electronically submitted through the City's eProcurement Portal by 4:00 p.m. on Friday, February 20, 2026, with an optional pre-proposal conference and site walkthrough scheduled for January 29, 2026, at 10:00 a.m., and a question deadline of January 30, 2026, at 4:00 p.m., with responses due by February 3, 2026. Evaluation criteria include project management experience (15%), project understanding and approach (25%), firm qualifications (20%), project staffing (15%), cost (15%), and Local Business Contract Equity (LBCE) participation (10%), with City Council recommendation and contractor selection anticipated for March 3, 2026.
This procurement is subject to the City of Hayward's Local Business Contract Equity Program, which establishes mandatory participation goals of 70% for Local Business Enterprises (LBEs) and 30% for Small Local Business Enterprises (SLBEs), requiring all proposing firms to be certified by Alameda CTC at the time of proposal submission with supporting certification documentation. The contract is funded through Alameda CTC VRF, Measure B, and/or Measure BB funds, and successful proposers must comply with extensive regulatory requirements including nondiscriminatory employment practices, prevailing wage standards, workers' compensation insurance with minimum limits of $1,000,000, commercial general and automobile liability insurance of $1,000,000 per occurrence, professional liability insurance of $1,000,000 for errors and omissions, and the City's Nuclear Free Hayward Ordinance (No. 87024 C.S.). All contractors and subcontractors must execute a Non-Collusion Affidavit and submit a completed Nondiscriminatory Affirmative Action Certification Statement designating an Equal Employment Opportunity Officer and permitting access to employment records for compliance monitoring. No specific contract award value or budget range is publicly disclosed in the available procurement documents; however, the City of Hayward reserves extensive rights including the ability to reject all proposals, cancel the RFP in part or in whole, split the award among multiple vendors, and negotiate separately with proposers.
