About this file
This file is a concept plan for pedestrian crossing upgrades submitted in support of the City of Hayward's D Street Traffic Calming Project PS&E procurement (RFP 26-027), a comprehensive transportation improvement initiative in Alameda County, California. The project encompasses traffic calming improvements on D Street, including installation of a Class II bike lane, curb extensions, traffic diverters, a roundabout, and a protected center left turn lane. The specific improvement shown in this concept plan is a Rectangular Rapid Flashing Beacon to be installed at the D Street and 5th Street intersection within city right-of-way. The City solicits sealed proposals for professional design and engineering services to prepare Plans, Specifications, and Estimates (PS&E) through five progressive design phases (30%, 60%, 90%, and 100% design completion). An optional pre-proposal conference and site walkthrough is scheduled for January 29, 2026, at 10:00 a.m., with a question deadline of January 30, 2026, at 4:00 p.m. Proposals must be electronically submitted through the City's eProcurement Portal by 4:00 p.m. on Friday, February 20, 2026, with City Council recommendation and contractor selection anticipated for March 3, 2026.
The project is subject to the City of Hayward's Local Business Contract Equity Program, establishing mandatory participation goals of 70% for Local Business Enterprises (LBEs) and 30% for Small Local Business Enterprises (SLBEs); all proposing firms must be certified by Alameda CTC at the time of proposal submission. Evaluation criteria include project management experience (15%), project understanding and approach (25%), firm qualifications (20%), project staffing (15%), cost (15%), and LBCE participation (10%). The contract is funded through Alameda CTC VRF, Measure B, and/or Measure BB funds. Selected consultants must provide a Professional Civil Engineer to stamp final construction documents and coordinate with existing Safe Routes to School (SR2S) and Highway Safety Improvement Program (HSIP) initiatives. Insurance requirements include workers' compensation with minimum limits of $1,000,000; commercial general and automobile liability insurance of $1,000,000 per occurrence; and professional liability insurance of $1,000,000 for errors and omissions. No specific contract award value is disclosed; the City reserves the right to reject all proposals or split the award among multiple vendors.
