About this file
This is a Concept Plans document for the City of Hayward's D Street Traffic Calming Project, a Highway Safety Improvement Program (HSIP) initiative located in Alameda County, California. The document outlines Improvement #2 at the D Street and 5th Street intersection, which calls for the installation of a Rectangular Rapid Flashing Beacon in the City right-of-way. The broader D Street Traffic Calming Project (RFP 26-027) seeks professional design and engineering services to prepare Plans, Specifications, and Estimates (PS&E) for comprehensive traffic calming improvements, including a Class II bike lane, curb extensions, traffic diverters, a roundabout, and a protected center left turn lane. The scope encompasses project management, survey and data collection, and five progressive design phases (30%, 60%, 90%, and 100% design completion). An optional pre-proposal conference and site walkthrough is scheduled for January 29, 2026, at 10:00 a.m., with a question deadline of January 30, 2026, at 4:00 p.m. and responses due by February 3, 2026. Sealed proposals must be electronically submitted through the City's eProcurement Portal by 4:00 p.m. on Friday, February 20, 2026, with City Council recommendation and contractor selection anticipated for March 3, 2026. The selected consultant must provide a Professional Civil Engineer to stamp final construction documents and coordinate with existing Safe Routes to School (SR2S) initiatives.
The contract is funded through Alameda CTC VRF, Measure B, and/or Measure BB funds. Evaluation criteria include project management experience (15%), project understanding and approach (25%), firm qualifications (20%), project staffing (15%), cost (15%), and Local Business Contract Equity (LBCE) participation (10%). This procurement is subject to the City of Hayward's Local Business Contract Equity Program, which establishes mandatory participation goals of 70% for Local Business Enterprises (LBEs) and 30% for Small Local Business Enterprises (SLBEs). All proposing firms must be certified by Alameda CTC at the time of proposal submission. Required insurance includes workers' compensation with minimum limits of $1,000,000, commercial general and automobile liability insurance of $1,000,000 per occurrence, and professional liability insurance of $1,000,000 for errors and omissions. The City reserves the right to reject all proposals, cancel the RFP in part or in whole, and split the award among multiple vendors. No specific contract award value or budget range is publicly disclosed.
