About this file
This file is a traffic calming concept plan for D Street prepared by the City of Hayward, California, in conjunction with the D Street Traffic Calming Project PS&E procurement (RFP 26-027). The project encompasses comprehensive transportation improvements across multiple intersections on D Street, including the installation of curb extensions, intersection realignments, traffic diverters, raised medians, a traffic circle (roundabout), rapid flashing beacons, a Class II bike lane, and a protected center left turn lane designed to enhance pedestrian safety and reduce vehicle speeds. The concept plan illustrates specific improvements at seven major intersections: D Street at 3rd Street and Valley Street; 4th Street and Clay Street; 5th Street and Faith Ringgold; 6th Street and Kings Court; 7th Street; and Beaver Court. The City is soliciting sealed proposals for professional design and engineering services to prepare Plans, Specifications, and Estimates (PS&E) through progressive design phases (30%, 60%, 90%, and 100% completion). An optional pre-proposal conference and site walkthrough is scheduled for January 29, 2026, at 10:00 a.m., with a questions deadline of January 30, 2026, at 4:00 p.m. and responses due by February 3, 2026. All proposals must be submitted electronically through the City's eProcurement Portal by 4:00 p.m. on Friday, February 20, 2026, with City Council recommendation and contractor selection anticipated for March 3, 2026.
The project is subject to the City of Hayward's Local Business Contract Equity Program, which mandates 70% participation for Local Business Enterprises (LBEs) and 30% for Small Local Business Enterprises (SLBEs), with all proposing firms required to be certified by Alameda CTC at proposal submission. Evaluation criteria include project management experience (15%), project understanding and approach (25%), firm qualifications (20%), project staffing (15%), cost (15%), and LBCE participation (10%). The contract is funded through Alameda CTC VRF, Measure B, and/or Measure BB funds, with no specific contract award value disclosed. The selected consultant must provide a Professional Civil Engineer to stamp final construction documents and coordinate with existing Safe Routes to School (SR2S) and Highway Safety Improvement Program (HSIP) initiatives. All contractors must comply with prevailing wage standards, nondiscriminatory employment practices, and carry workers' compensation insurance with minimum limits of $1,000,000, commercial general and automobile liability insurance of $1,000,000 per occurrence, and professional liability insurance of $1,000,000 for errors and omissions.
