About this file
This is a Concept Plan document developed by the City of Hayward, California, for the D Street Traffic Calming Project, a comprehensive transportation improvement initiative in Alameda County. The project encompasses traffic calming improvements across multiple intersections on D Street, including the implementation of curb extensions, intersection realignments, traffic diverters, raised medians, a traffic circle, a Rapid Flashing Beacon (RRFB), an uphill bike lane, and enhanced crosswalks. The proposed improvements are located at several key intersections: D Street at 3rd Street and Valley Street, 4th Street and Clay Street, 5th Street and Faith Ringgold, 6th Street and Kings Court, 7th Street, and Beaver Court. The design concept plan illustrates specific improvements at each location, with curb extensions serving to improve pedestrian visibility and reduce crossing distances, intersection realignments and traffic diverters designed to improve traffic flow on side streets, and raised medians intended to slow traffic while providing safe turning spaces for vehicles. The plan indicates that certain intersections will be designed through Safe Routes to School (SR2S) and Highway Safety Improvement Program (HSIP) projects, demonstrating coordination with existing funding and planning mechanisms.
The concept plan serves as the foundational design document for RFP 26-027, which solicits sealed proposals from qualified consultants to prepare Plans, Specifications, and Estimates (PS&E) for the project. Proposals must be submitted electronically through the City's eProcurement Portal by 4:00 p.m. on Friday, February 20, 2026, with an optional pre-proposal conference and site walkthrough scheduled for January 29, 2026, at 10:00 a.m., and a question deadline of January 30, 2026, at 4:00 p.m. The selected consultant will be responsible for project management, survey and data collection, and progressive design phases including 30%, 60%, 90%, and 100% design completion stages, with a Professional Civil Engineer required to stamp final construction documents. Funding is provided through Alameda CTC VRF, Measure B, and/or Measure BB sources, and the procurement is subject to the City of Hayward's Local Business Contract Equity Program with mandatory participation goals of 70% for Local Business Enterprises (LBEs) and 30% for Small Local Business Enterprises (SLBEs).
