About this opportunity
Dorchester County, South Carolina is requesting bids to resurfacing and repave approximately nine centerline miles of roadway across 30 roads within Dorchester County, the Town of Summerville, and the City of North Charleston under IFB CTC 2026 Resurfacing Plan, with bids due October 14, 2026 at 2:00 p.m. and written questions due October 2, 2026 at 5:00 p.m. The local vendor preference program is inapplicable; this project is funded with County Transportation Committee "C" Funds.
Scope includes traffic control, asphalt milling (89,421 square yards), Warm Mix Asphalt surface-course placement (11,048 tons), full-depth asphalt patching (2,930 square yards), cement-modified recycled base installation (16,518 square yards), concrete curb and gutter work (200 linear feet), concrete sidewalk installation (100 square yards), pedestrian ramp construction (50 square yards), and pavement markings. Contractors must use Warm Mix Asphalt (WMA) for surface courses with specifications detailed in the attached Special Provision document, including production at SCDOT-qualified plants, discharge temperatures of 220–285°F, placement restrictions based on ambient air temperature (minimum 40°F rising for lifts up to 3 inches), and Indirect Tensile Strength testing per SC-T-70. Hot Mix Asphalt is permitted only for leveling courses and driveways. Milled roads must be overlaid within three days unless field conditions warrant extension; roads with surface layers less than 1.5 inches must be overlaid within 24 hours. Non-Tracking Tack must be SCDOT-approved.
Substantial completion is required within 270 calendar days from Notice to Proceed, with final completion within 60 calendar days thereafter. Liquidated damages are $1,000 per calendar day for delays beyond the completion date. Bid security of 5% of total bid amount is required (bid bond by corporate surety registered in South Carolina). Performance and payment bonds each at 100% of contract amount are required upon award. Payment is made within 30 days of approved invoices; the contractor retains 10% retainage until 75% completion, reducing to 5% thereafter. General liability ($1,000,000), automobile liability ($1,000,000 combined single limit), workers' compensation, and owners' and contractors' protective liability ($1,000,000) if bid exceeds $1,000,000 are required, with A.M. Best ratings of at least A:VII. Bids are submitted electronically through the OpenGov Procurement Portal with public bid opening available via Microsoft Teams.
