About this file

This is a Resurfacing Plans document for the County Transportation Committee (CTC) 2026 Resurfacing Plan in Dorchester County, South Carolina, prepared by the Dorchester County Public Works Department. The project encompasses road resurfacing and repaving work across 30 roads totaling approximately 9.0 miles within Dorchester County, the Town of Summerville, and the City of North Charleston. Major work items include milling existing asphalt pavement (89,421 square yards), placement of Warm Mix Asphalt surface course (11,048 tons), full-depth asphalt patching (2,930 square yards), cement-modified recycled base installation (16,518 square yards), concrete curb and gutter work (200 linear feet), concrete sidewalk installation (100 square yards), pedestrian ramp construction (50 square yards), and pavement markings in both fast-dry paint and thermoplastic applications. The project also includes mobilization, traffic control, borrow excavation, and various utility adjustments. Contractors are required to submit a four-week look-ahead schedule prior to commencing work and update it every two weeks, with at least three working days' notice required before beginning work on each road. Payment will be made upon substantial completion of each road, defined as all items complete except permanent pavement markings and vegetation, with final completion required within the contract timeframe or liquidated damages will apply.

The project specifies that contractors must use Warm Mix Asphalt (WMA) for surface courses, with Hot Mix Asphalt (HMA) permitted only for leveling courses and driveways, with all mixes requiring SCDOT approval. Milled roads must be overlaid within 3 days unless field conditions warrant extension or reduction at the County's discretion; roads with surface layers less than 1.5 inches must be overlaid within 24 hours. Non-Tracking Tack (NTT) shall be applied in accordance with manufacturer specifications and must be SCDOT-approved and listed on the SCDOT Qualified Products Listing. Contractors are responsible for adjusting utility valves and manholes to match roadway profiles at no additional cost unless otherwise specified, with an acceptable tolerance of ½ inch above or below final asphalt grade. Contractors must also protect decorative features and are responsible for correcting any poor or incorrect pavement markings at no additional cost to the County. Traffic control pricing is bid as a lump sum covering all necessary devices, signing, temporary pavement markings, and equipment throughout the project duration. Seasonal restrictions and temperature considerations may apply to individual work items.

Construction Notes

1. The Contractor shall prior to commencement of the work, provide to the Transportation Development Manager a four-week look ahead schedule identifying planned weekly work activities. The Contractor shall update the schedule every two weeks, or as specified by the Transportation Development Manager. The County will not be responsible for delays, which may be caused by the Contractor’s failure to abide by the schedule. Failure to submit the look ahead schedule as specified may result in the withholding of partial payments or stoppage of work.

The Contractor shall notify the County at least 3 working days before beginning work, to allow time for proper notification and coordination prior to work beginning on each road.

Payments will be paid as each road is substantially completed. Substantially complete shall generally be defined as all items being complete with the exception of permanent pavement markings and permanent vegetation. No payment shall be made for items completed on roads that are not substantially completed by the end of the invoice period.

The punch list must be completed to achieve final completion within the time frame as specified in the contract, unless another time frame is agreed upon by the County. Seasonal restrictions and temperatures may be considered for individual items. Failure to attain final completion will result in liquidated damages at the specified rate for any punch list item remaining incomplete beyond the allotted time frame. Liquidated damages will be charged daily until all punch list items are complete.

2. Utility valves and manholes shall be adjusted by the Contractor (raised or lowered) to match the roadway or sidewalk profile. No additional payment will be made for adjusting valves or manholes, unless specified in the bid items, or as directed by the Transportation Development Manager. The work shall be considered incidental and shall include all workmanship and materials necessary to complete this item. The County has the right to stop work if riser rings are not on site prior to resurfacing. The acceptable tolerance is ½” above or below the final asphalt grade. The Contractor shall not pave over manholes. If manholes or other utility covers are paved over, the Contractor shall coordinate with the Utility to recover at no expense to the County and accepted by the Utility. The project will not be considered complete until this is corrected.

3. A Non-Tracking Tack (NTT) shall be placed in accordance with the manufacturer’s application procedures in lieu of the emulsions listed unless otherwise directed by the County. The NTT shall be approved for use by SCDOT and be listed on SCDOT Qualified Products Listing.

4. All roads that are milled shall be overlaid within 3 days, or as specified by the County. If field conditions dictate, the County reserves the right to reduce or extend this requirement. For roads scheduled for milling that have a surface layer less than 1.5 inches, the Contractor is required to maintain the underlying roadway and shall overlay the road within 24 hours. The County may issue a Stop Work Order if the Contractor exceeds the 3 day or 24 hour requirement.

Asphalt or full-depth patch driveway aprons must be resurfaced within 14 days of mainline paving and completed for a road to be considered substantially complete.

5. The Contractor shall use Warm Mix Asphalt (WMA) mixes to complete the work specified by the project. HMA mixes may be used for leveling courses and/or driveways only. All mix designs shall be produced and placed per all applicable SCDOT Standard Specifications, SCDOT Supplemental Technical Specification, and approved by the SCDOT. The WMA design shall be submitted to the County for approval prior to use. The asphalt mix shall be produced and placed per the Warm Mix Asphalt Special Provision included herein.

6. It is the responsibility of the Contractor to protect all decorative stamped crosswalks, driveways, curbing, walls or other features within the project. If damage occurs, the Contractor shall replace at no cost to the County, at the direction of the Transportation Development Manager.

7. The County will supply a striping plan for any expected post-resurfacing changes in the roadway striping. On resurfacing projects where the post-construction pavement markings do not change from the preconstruction markings, it is the Contractor’s responsibility to ensure that pavement markings are placed to match preconstruction markings.

8. Stop bars are to be installed at all stop controlled intersections (signalized or stop signs) unless directed otherwise by the County.

9. In the event of poor and/or incorrect installation of pavement markings by the Contractor and/or subcontractor, the removal of existing markings shall follow SCDOT Standard Specifications. Removal and replacement, and any additional mitigation efforts, shall be at no additional cost to the County.

If removal and replacement does not meet expectations of the County, additional mitigation such as mill and repave, etc., may be required at the discretion of the Transportation Development Manager and no additional cost to the County.

10. The lump sum price bid item for Traffic Control includes payment for providing, installing, relocating, removing, and maintaining all necessary traffic control devices including all necessary signing, all necessary temporary pavement markings (not including on final surface), and all necessary equipment. Necessary equipment includes, but is not limited to, truck mounted attenuator, trailer-mounted advance warning arrow panel, changeable message signs, etc.
