About this opportunity

Collin County Community College District (Collin College) has issued a Request for Proposal (RFP) for Continuing/Workforce Education and Training Programs, seeking multiple vendors to provide comprehensive workforce training across various disciplines including Manufacturing, Financial, Information Technology, Safety, Project Management, Human Capital Development, Business & Entrepreneurial, and Industrial Health and Safety. The solicitation requires vendors to deliver on-site, instructor-led training workshops with comprehensive training packages that may encompass curriculum (print and online), curriculum development, equipment, supplies, and professional services. The evaluation will be conducted using a 110-point scoring system, with points allocated as follows: proposal completeness (30 points), depth of knowledge (20 points), service customization (20 points), reference checks (20 points), cost and requirements (10 points), historical relationship (5 points), and Texas vendor status (5 points). Key dates include the release of the RFP on May 3, 2024, with questions due by May 14, 2024, and proposal responses due by May 24, 2024 at 2:00 pm. The contract is set to be a multi-vendor award, tentatively approved at the June 25, 2024 board meeting, with a contract term spanning from September 1, 2024 through August 31, 2029.

While the RFP does not explicitly mention specific set-aside designations or restrictions on responding organizations, it encourages detailed pricing structures that can accommodate variations in student enrollment numbers. The college makes no guarantee of purchase volume, which suggests flexibility for potential vendors. No incumbent vendors or current contractors are specifically listed in the provided documentation. The RFP indicates a preference for vendors who can provide comprehensive, customizable training solutions across multiple workforce development sectors. Although a specific budget range is not disclosed, the multi-year contract and broad scope suggest significant potential for vendor engagement. Vendors are expected to demonstrate expertise in their respective training domains, with the ability to develop and deliver high-quality, adaptable educational programs that meet the diverse workforce training needs of Collin County and the surrounding region.
