UNSPSC 86111801: Educational exchanges between universities

UNSPSC 86111801 Educational exchanges between universities is a Commodity code. The title does not match the work actually being solicited under this code in recent state and local opportunities. Recent postings tagged to 86111801 overwhelmingly describe support services for K-12 students—academic enrichment, emotional support, special education diagnostics, substitute teaching, speech-language pathology, and afterschool programming—rather than university-level exchange programs or student mobility between higher education institutions. The code shows little relevant recent activity aligned to its nominal scope of university-to-university educational exchanges.

The mismatch is stark and systematic. Stockton Unified School District's RFP 26-27-02 (due August 4, 2026) sought academic and extracurricular support services for K-12 students in need; Katy Independent School District's RFP 2516YT and RFP 2519YT (due August 13 and August 3, 2026) solicited educational diagnosticians, school psychologists, and interpreting services; Hillsborough County Public Schools' RFP 26058-RFP-DST (due March 23, 2026) sought substitute teachers; and multiple Texas Education Agency solicitations—including literacy interventions, math curriculum, and special education complaint investigation support—were similarly K-12 focused. These opportunities span states including California, Texas, and Florida, but the pattern is consistent: the code is being applied to elementary and secondary education support contracts, not university exchanges or higher education mobility programs.
