About this opportunity

Lamar State College Orange (LSCO), a Texas State University System institution, is requesting proposals for advertising and media-related services under RFP 787-LSCO-052626, with proposals due July 31, 2026 at 2:00 p.m. Central Time. A VetHUB Subcontracting Plan demonstrating good faith effort in identifying and soliciting certified veteran-owned service-disabled businesses is a material requirement for all responding vendors, regardless of anticipated subcontracting activity.

The scope encompasses creative services (graphics, print ads, video production, social media content, radio and television commercials), brand management, media placement, and client management. The contractor must demonstrate expertise in higher education marketing for two-year colleges and possess working knowledge of the Southeast Texas and Southwest Louisiana media markets, specifically Beaumont and Lake Charles designated market areas. All work materials become LSCO's exclusive property. Required tools include Adobe Creative Suite and industry-standard production platforms.

The contract term is one year from November 1, 2026, through October 31, 2027, with four optional one-year renewal periods. Compensation is structured on an hourly rate schedule for consultation, on-location photo/video, graphic design, and media placement, plus estimated project costs for specific deliverables. The compensation ceiling is $1 million for the life of the agreement; amounts exceeding $500,000 require Texas State University System Chancellor approval. LSCO will pay invoices monthly or upon service completion under net 30-day terms per the Texas Prompt Payment Act and does not reimburse contractor expenses.

The contractor must maintain comprehensive insurance including workers' compensation, commercial general liability of $1 million per occurrence, business auto liability, and cyber liability of $10 million per wrongful act. Evaluation criteria (best value) are vendor experience and ability (30%), methodology and understanding of scope (30%), reputation and past performance with institutions (15%), and proposed pricing and delivery (25%). LSCO reserves the right to make multiple awards and divide services among multiple contractors. Questions are due July 17, 2026 at 12:00 p.m., with answers published July 22, 2026.
