About this opportunity
The Orange County Transportation Authority is requesting proposals for the 2025 Renewed Measure M Quantitative Survey under informal RFP 250096, with proposals due November 12, 2026 at 2:00 p.m. and questions due November 3, 2026. The contract is budgeted at $80,000 for a seven-month term.
The scope requires a qualified firm to design and conduct a statistically valid quantitative survey of Orange County residents assessing public support for the renewed Measure M transportation funding measure and evaluating OCTA's perceived effectiveness. The survey must achieve a margin of error within 3 percent at the 95 percent confidence level and provide reliable results for Orange County's five supervisorial districts and seven demographic factors. Deliverables include a detailed project schedule, proposed research methodology and sampling plan, draft and final survey instruments in English, Spanish, and Vietnamese, topline results within three to four business days of fielding completion, cleaned and weighted dataset within one week, and a comprehensive final report by February 20, 2026, followed by a PowerPoint presentation by February 27, 2026. The contractor must remain available to present findings through May 2026. Fieldwork occurs between December 2025 and February 2026. The survey questionnaire must be designed for 15- to 18-minute completion. The contractor must designate a permanent project manager and provide weekly written updates and biweekly progress meetings with OCTA staff.
Evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing and Project Organization (25%), Work Plan (30%), and Cost (20%). The contract is fixed-price with payment structured as five task-specific deliverables; invoices are due monthly with supporting progress reports, and OCTA pays within thirty days of approval. OCTA may terminate for convenience or cause with thirty days' notice. The contractor must carry commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and workers' compensation insurance, with proof due within ten days of execution. All work products become OCTA property upon completion and payment. Prevailing wage and DBE goals do not apply. Best and final offers may be requested November 21, 2026, with contract execution anticipated by December 5, 2026.
