About this opportunity
The Orange County Transportation Authority (OCTA) in California is soliciting proposals under RFP 265256 (Contract C265256) for the Orange County Managed Lanes Segment Advancement Study, with proposals due November 30, 2026. The engagement is a planning-level study that evaluates existing, planned, and potential managed lane facilities in Orange County and identifies the segments most ready to advance into the Project Initiation Document (PID) phase.
The scope covers four tasks: project management and coordination; segment inventory, screening, and priority selection; priority segment advancement assessment for up to two segments; and a final study report with supporting files. The work builds on OCTA's 2020 Express Lanes Network Study and incorporates current travel behavior data and recent operations on the 405 and 91 Express Lanes. Deliverables include a final report with technical appendices, editable screening workbooks, concept exhibits, risk registers, and planning-level materials for OCTA Board decision-making. All GIS layers, Excel workbooks, and maps must be delivered in editable native formats compatible with OCTA systems, with documentation of methodologies, assumptions, data sources, and limitations. The consultant must establish a project SharePoint site and hold biweekly project management check-ins with OCTA staff.
The study excludes a full PID, a formal environmental document, an investment-grade traffic and revenue study, microsimulation, and preliminary engineering plans. The consultant relies primarily on existing OCTA studies, partner agency materials, and public data, with new data collection only where the OCTA Project Manager authorizes it.
The estimated duration is 18 months. Exhibit D, the Price Summary Sheet, requires itemized pricing for all tasks in Exhibit A. Exhibit B, the Level 1 Safety Specifications, sets baseline safety requirements, and bidders must demonstrate capacity to implement them as a condition of award. Exhibit C, the agreement, incorporates the Exhibit A scope by reference.
