About this file
This is a procurement plan memorandum for the Orange County Transportation Authority (OCTA) detailing an informal Request for Proposals (RFP 250096) for the 2025 Renewed Measure M Quantitative Survey. The project requires qualified firms to conduct a quantitative survey focused on multiple modes of transportation. The contract term is seven (7) months, with a budget allocation of $80,000. The procurement plan was prepared on October 24, 2025, and includes an evaluation framework and internal evaluator assignments. Chris Boucly, Senior Department Manager of External Affairs, and Rhea Aninzo, Contract Administrator for CAMM, are designated as internal evaluators for the proposal review process.
The evaluation criteria for contractor selection are weighted as follows: Qualifications of the Firm (20%), Staffing and Project Organization (25%), Work Plan (30%), and Cost (25%), with cost weighted at twenty percent to ensure best value. The contract will be structured as a Time & Expense or Firm Fixed Price arrangement. Funding is sourced from the local Measure M2 program with an $80,000 budget. An independent cost estimate has been received, and Requisition R000709 has been submitted. The procurement plan indicates that prevailing wages, liquidated damages, and DBE goals are designated as "N/A," suggesting these compliance requirements do not apply to this particular procurement.
