About this file

This is a Form 700 Review document related to the Orange County Transportation Authority's (OCTA) 2025 Renewed Measure M Quantitative Survey procurement. The document pertains to a seven-month contract with a budget of $80,000 for qualified firms to conduct a quantitative survey regarding the renewed Measure M transportation funding measure in Orange County, California. The Form 700 review process is part of OCTA's standard evaluation and selection procedures for this contract opportunity, which establishes the baseline requirements and criteria for vendor submissions and proposal evaluations.

The Form 700 review documentation supports OCTA's procurement process by establishing evaluation frameworks and conflict-of-interest disclosures required from evaluators and reviewers during the selection process. This document would typically contain reviewer certifications, conflict-of-interest statements, and evaluation protocols to ensure compliance with state and local procurement regulations and OCTA's contracting standards. The $80,000 budget allocation represents the total contract value for the seven-month engagement period, with the survey project supporting OCTA's assessment of public perception and support for the renewed Measure M transportation funding initiative.

I have reviewed the SOW for RFP 5-0091 as to whether the personnel performing these duties would be required to file Form 700's under OCTA's Conflict of Interest Code. Based upon my review, it is the opinion of General Counsel that this RFP and the SOW would not require the filing of Form 700's. The consultant personnel anticipated by this RFP would not authorize or direct any actions, votes, appoint any person, obligate or commit OCTA to any course of action or enter into any contractual agreement on behalf of OCTA. Moreover, no personnel provided for by this RFP would provide information, an opinion or a recommendation for the purpose of affecting a decision without significant intervening substantive review by OCTA personnel, counsel and management.
