About this file
This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) for the 2025 Renewed Measure M Quantitative Survey project. The Authority is soliciting proposals from qualified firms to conduct a quantitative survey with a project term of seven months and a budget allocation of $80,000. The form certifies that the scope of work was independently prepared to invite fair competition and does not contain brand name references, unreasonable restrictions, or vendor favoritism. The document requires signature certification from both the Project Manager and either the Department Manager, Director, or Executive Director, confirming compliance with procurement standards and federal transit regulations.
The verification form establishes that the scope of work adheres to general procurement rules including clear specification of characteristics and tasks, identification of optional items, and use of industry and government standards where applicable. The form references FTA Circular 4220.1F standards for any brand name specifications that may be included. The requisition number is R000709, submitted by the Public Outreach Department on October 6, 2025. This verification document must be submitted with the formal scope of work to ensure the procurement process meets all federal and local competitive bidding requirements before proposals are solicited from vendors.

The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
