About this opportunity
The Department of Veterans Affairs Office of Construction and Facilities Management issued this solicitation for the National Cemetery of the Alleghenies Phase 3B Development Completion Project, seeking construction services to correct previously identified punch list items at the existing national cemetery in Washington County, Pennsylvania. The project encompasses various infrastructure improvements including columbarium repairs, joint sealant replacement, concrete sidewalk replacement, handrail refinishing, security system installations, fire detection equipment, grid markers, and other cemetery facility enhancements. This procurement was conducted as a sealed bid under FAR Part 14, with evaluation based on the responsive bidder offering the lowest price. The solicitation was originally posted on July 7, 2025, with a pre-bid site visit held on July 23, 2025, and the bid opening scheduled for September 4, 2025 at 10:00 AM EST. However, the solicitation was ultimately cancelled on September 11, 2025, after no bids were received at the opening.
This opportunity was designated as a 100% set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), requiring bidders to be verified on the SBA VetCert website prior to award. The project was estimated to have a magnitude between $2,000,000 and $5,000,000, falling under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million. The contract would have been structured as a firm fixed-price arrangement with an approximate performance period of 365 calendar days from the Notice to Proceed. The work was to be performed at the National Cemetery of the Alleghenies in Bridgeville, Pennsylvania, which serves an estimated veteran population of approximately 258,300 across the greater Pittsburgh metropolitan area, northwestern West Virginia, and southeastern Ohio. Multiple contractors were referenced in the government files including C&C Contractors, LLC, 3D Stone, Inc., and Vantage Corporation, suggesting involvement in previous phases of the cemetery development project.
