Company Background and Structure

ASI is the result of a successful merger of two leading architectural signage firms: ASI Sign Systems, Inc., which was founded in the

United States in 1965 and Modulex A/S, founded in Denmark in 1963. The two firms merged in 1993 to create an integrated organization to manage and implement architectural signage programs on a global scale.

Modulex A/S, is a subsidiary of the LEGO Group of Companies and shares its origin with an internationally recognized legacy planning system based on LEGO’s famous “plug and play” technology. Throughout the 1970’s,1980’s,1990’s and into the 2000’s, the company revolutionized the architectural signage industry with the development of highly-engineered modular signage systems which are still commonly used today. The longevity of Modulex’ product offering is a testament to its continued innovation and partnerships with leading designers and engineers to create solutions which are durable, adaptable, sustainable and complement contemporary trends in architectural design. Its service network includes subsidiaries in Europe and certified distribution partners, worldwide.

ASI, as then ASI Sign Systems, pioneered the U.S. architectural signage industry in the 1960’s and has since grown to a $68 million network consisting of 39 affiliate partners servicing the United States and North America. Through a proven implementation process

(4D), the organization offers complete turn-key solutions for the design, planning, development, management and implementation of architectural signage programs. As an integrator, our signage offerings incorporate a wide spectrum of materials and technologies, high-quality standardized product applications and custom-designed solutions manufactured to the most exacting architectural specifications. Typical applications include: large exterior monuments, letters and building identification, interior plaque signage, donor walls and integrated dynamic digital display and information management systems. Services range from site surveys, planning, permitting and variance assistance, design and engineering documentation, installation and system maintenance. The integrated solutions are based on an understanding of wayfinding best-practices, brand identity management, regulatory guidelines, technological and logistical possibilities to ensure the solution enhances the client’s experience and brand. Key to successfully implementing an ASI solution are five, integrated offerings:

1) Planning: wayfinding analysis, plans, systems and strategies

2) Design: graphic and industrial design of the products and brand identity standards development

3) Compliance: accessibility, regulatory and code compliance

4) Manufacturing: technical engineering, value engineering, fabrication and procurement

5) Project Management: program implementation design and logistics management.

The combined global organization is represented by more than 600 employees and more than $100 million in global sales. The network balances internal manufacturing from its major manufacturing centers and external procurement from one of our Preferred

Vendors, providing cost-effective alternatives for our customers, ensuring that each program can be manufactured at a cost level respective of each client’s budget and implementation needs.

Manufacturing & Implementation Approach

The ASI US organization includes a primary manufacturing facility in Grinnell, Iowa and regional manufacturing facilities in Buffalo, NY, Hartford, CT, Detroit, MI, Indianapolis, IN, Minneapolis, MN, St. Louis, MO, New Orleans, LA, Oklahoma City, OK and Dallas, TX.

Internationally, the Modulex Group utilizes a primary manufacturing facility in Billund, Denmark and regional manufacturing in UK, Turkey, Italy and China.

The specific logistical utilization of the Modulex group of manufacturing facilities depends on the needs of each program.

Manufacturing is distributed and consolidated based on the most logistically efficient facilities that have the appropriate capabilities.

This strategy offers the highest level of quality consistency and budget control.

Prototyping Approach & Capabilities

Utilizing our design, engineering and manufacturing expertise and resources we commonly work with clients to fast prototype solutions for both testing and value engineering purposes. Single or multiple manufacturing facilities may be used for prototyping depending on the material and schedule requirements of the product.

Use of Union or Non Union Labor

ASI US Manufacturing is not a Union Affiliated facility. A number of regional offices have union affiliations due to their specific geographic locations. ASI can provide union affiliated installation services when required at specific job sites.

3rd Party Products & Resources

When necessary ASI will utilize certified 3rd party suppliers, vendors and resources. We apply a stringent qualification process to all of our 3rd party partners and establish clear Service level Agreements that provide for consistent quality of products and services. We also follow regular quality satisfaction review processes with our qualified vendors to ensure that they continue to provide the service levels they are committed to. We have attached a copy of our Vendor Qualification form for your reference.

Sign Code Research

The process of sign code research is begun during the site survey process and is continued through the creation of the Brand Book for the facility ensuring that the proposed signs for a location are in compliance with local codes and ordinances as well as potential property owner association requirements, when necessary.

Sign Permitting

The standard permitting process for the individual sites will be handled on a cost plus basis with the actual costs of permits provided as a pass through cost and only the administrative time required to process a permit billed as additional costs.

Permit Variance Process

When it is necessary to acquire a permit variance to achieve the appropriate signage on a facility, ASI will support the client in this process. Due to the variety of conditions that may be associated with the variance process, it is not possible to identify minimum or maximum fees for the associated work to acquire a variance and there is never any guarantee that the variance will be achieved.

The Sign Removal Process

The removal of existing signage on a facility is an activity that is closely coordinated by our project management team and the local

VA National Cemetery site contact. This work must be completed in advance of the installation of new signage in order that any wall surface or grounds refurbishment can be completed prior to the arrival and installation of the new signage.

Confidential: VA National Cemetery Request for Qualifications

© 2019 ASI, Inc.

Signage Installation

At the time that a specific site is scheduled for installation our Project Management Team will be in close coordination with the VA

National Cemetery local site contact and our installation resource for the work. Installation will be completed at the highest quality levels in the industry and will be coordinated in a means to avoid any significant disturbance to the site and its occupants.

Crating & Shipping Process

This portion of the project holds significant importance because it ensures that the product will arrive at the site on time and in excellent condition for installation. Our manufacturing facilities include the packaging and crating services for the products in their scope of work and the costs associated with this process are included in the individual costs for each sign type.

The actual shipping process can be handled in a variety of means depending on the specific needs of the facility and its physical location. We utilize both our own dedicated delivery services as well as common carriers for domestic shipments.

International shipments are typically coordinated through our preferred shipping agent Kuehne-Nagel which assist us with determining the most efficient and economical means to achieve the delivery needs of the specific site.

The shipping process is provided as a pass through cost service with only a 2.5% percent administrative fee applied to the total costs for shipping for a specific site.

Sub Contractor Costs for Electrical Work, Refurbishment, Permit Expeditor or Special Equipment Rentals

It has been our experience that the need for outside contractors for new electrical lines or for refurbishment of architectural finishes resulting from existing signage removal is most efficiently and economically handled by the client at the local level with assistance provided in establishing the scope and specifications for the work provided by ASI.

The use of special equipment rental will be determined by the site survey and at that time the costs associated with any special equipment rentals will be included in the itemized proposal for the site.

Project Documentation

The documentation of the Site Survey and Brand Book is a critical aspect of the project and ensures the consistent application of the appropriate recommendations and specifications for the signage required for each respective facility.

This documentation is produced utilizing the highest level of standardization in order to provide documentation that is consistently accurate and reflects the proper utilization of the signage standards for the site.

It is typical that the documentation include all specific site information, as gathered in the survey process, incorporates the manufacturing drawings for the specific sign types recommended for the facility and also illustrates the recommendations in photo renderings for the specific site. This level of documentation provides our project team and VA National Cemetery with a clear understanding of the facility signage requirements and their application to the unique conditions at the site.

The documentation gathered and created for all sites will be maintained and available to all parties through the use of the GAM, which also allows for on-line review and approval of the posted documentation providing for a smooth and efficient approval process.

POST AND PANEL INSTALLATION

The following tools will be needed in order to install:

• A metal digging bar/Post hole digger

• Two ground stakes

• A level that is at least 24 inches

• Measuring tape

• Wheelbarrow/bucket that has a capacity of at least five gallons.

• Concrete

• Shovel

• Water

Steps

If needed, assemble the sign according to the instructions provided.

Measure the distance from the center of the left post to the center of the right post. This will give you the center points for the two holes that you will dig later Make sure you also measure distances from the street, sidewalk, or building so that you are placing the sign in a safe and secure location. If your sign is to be perpendicular to the sidewalk or street, mark the center of your holes with ground stakes and then use your line of sight to see if your holes are oriented properly. Adjust as necessary. Note that most cities and towns have sign ordinances that specify the setback distance for signs from the right-of-way, so be sure to check on this beforehand

Dig holes using digging bar or post hole digger to create a hole that is at least 24 inches to 36 inches deep.

Consider that larger signs may need deeper holes.

Slide the signposts into the holes and secure with some dirt. place your level across the top or bottom of your sign panel. If your sign is not level, lift one post and add a little dirt below it and check with your level again.

Add more dirt if necessary.

Mix your concrete with water in bucket or wheelbarrow to the proper consistency. Once your concrete is ready, place the level vertically on the front or back of one post and tilt the post forward or backwards until the level indicates that it is perpendicular with the ground. Now add your concrete to the hole making sure that the post does not move and stays perpendicular. Repeat this process with the other hole.

Fill the rest of each hole with dirt and pack it down with the round end of your metal digging bar.

Maintenance Form

Clean sign with a soft cloth dampened with isopropyl alcohol or diluted glass cleaner, such as Windex, being careful not to "polish" matte surfaces by over rubbing. Caution must be taken with acrylic plastic or metal finishers to prevent scratching of the surface. Wipe carefully in one direction - top to bottom or left to right. Avoid circular or back and forth movements.

Clean signs monthly with a mild, non-abrasive detergent and warm water. Use a damp soft cloth to avoid scratching the sign surface. Dry the sign with another soft cloth to prevent water spots from forming.

Restoration of Vandalized Sign Faces - Signs defaced by spray paint or magic markers can be restored without damage with the following procedure: Using a soft cloth soaked with lacquer thinner, quickly wipe the vandalized area, allowing the thinner on the sign to fully evaporate before wiping again. Solvent damage to the sign itself can be avoided in this manner. Acetone may be used if lacquer thinner is not strong enough, but care should be take to wipe even more quickly as acetone is a very strong solvent. Clean the sign, as above, to remove solvent residue.

CAST PLAQUE MAINTENANCE

Metal Plaques All metal plaques (except anodized and stainless steel) are coated with a clear poly paint to help protect the metal from corrosion. Based on where the plaques are installed, periodic cleaning of this coating may be required. Wash these plaques with a soft cloth and warm, soapy (dish washing liquid) water. Cleaning with harsh cleaners that contain chemicals is not recommended, as this may damage the clear poly coating. We recommend cleaning every few months, or as needed to preserve the original finish.

Repairing Paint Scratches Scratches can be a distraction, especially with interior installations. Smaller scratches can be minimized by first washing the surface, then applying car wax and buffing the scratch with a soft cloth. Deeper scratches can be removed by wet sanding with extra fine grit sandpaper. Sand the scratch, wipe dry with a soft cloth and apply a liquid paste such as Finesse-it to the scratch. Buff out the scratch with an auto paint repair buffing wheel. Deep scratches that cannot be buffed out will have to be sanded with 1200 grit paper, then re-painted.

PAINTS

All paints used are thoroughly tested for adhesion, UV stability and weather resistance. Paint thickness standards are set at 1.75mils (+/- .25 mils). Adhesion tests are performed on a regular basis. Salt fog testing on all metals and paints is performed following ASTM-B117-95 procedures and standards. UV testing is performed in a Xenon testing chamber, following the J2527 standards for performance, based on SAE J1960 standards
