About this file
This document is a Request for Information (RFI) Submission Log for the NCOTA - 3B Development project (Solicitation #36C10F25B0002) for the CFM National Region, dated 7/29/2025 through 8/05/2025. The RFI covers multiple technical and administrative aspects of the project, including site logistics, environmental controls, building systems, and contractor requirements. Key details include temporary laydown areas along Morgan Road, delivery protocols, erosion control measures, security system integration with VAMC network, emergency lighting upgrades, fire alarm installations, and specific requirements for limestone cap repairs and wall coating systems.
The log addresses numerous technical questions from potential contractors, with responses from the VA providing clarification on project specifications. Notable requirements include securing work areas, coordinating deliveries during general contractor work hours, installing Edwards Rate Compensation Heat Detectors, ensuring security systems tie back to the local VAMC network, and maintaining specific warranty conditions for wall coatings. The document also clarifies administrative requirements such as tax inclusion, wage determinations (PA20250104 dated 03/28/2025), and strict guidelines for project personnel roles, stipulating that superintendent, SSHO, and QA/QC positions cannot be "triple hatted" and must be full-time, qualified individuals.

RFI SUBMISSION LOG 7/29/2025
Solicitation# 36C10F25B0002
NCOTA - 3B DEVELOPMENT
CFM NATIONAL REGION
1. Can you please provide locations and acreage available to the Contractor for temporary laydown of equipment, materials, trailers, etc.?
Reference Drawing CS100 in Appendix Q of RFP. The contractor’s temporary laydown area will be along Morgan Rd behind the engraver’s yard.
2. Will we be permitted to keep equipment within the work areas during off hours?
Yes, it must be secured. The location must be coordinated with the RE.
3. Is there a delivery schedule protocol for the site? Are we required to have escorts with all trucks or deliveries to the job?
Deliveries must be made during GC work hours; large deliveries like concrete trucks should be escorted by the GC.
4. What will be the requirements for Temporary Fence? Will certain areas require a “Privacy” type Fence?
Privacy fencing will not be required, however the Contractor will still be required to secure any work areas from public access
5. Can you please release as-built drawings for the entire project? Specifically looking for as-built information regarding the storm sewer, grading plan, and irrigation or other utilities that may be within the work limits.
As-built drawings are not available. Please reference Appendix Q and Appendix R of the RFP.
6. Can you please provide a marked up drawing with the limits of erosion control removal? Being a firm price, this item is very difficult to quantify without more information. Alternatively for bidding purposes, would the Owner consider Erosion Control paid on a time and material basis against an allowance? The site is overgrown in several areas and is difficult to quantify from the site walk or from the drawings provided.
Please reference attachment file “NCOTA 3B – Temporary E&S measures left in place”.
A time and material compensation structure is not allowed.
7. Is the Contractor and/or earthwork subcontractor required to become a Co-Permittee of the existing NPDES Permit?
No
8. Who is the authority over the NPDES permit for the project? Are there any inspection reports from the authority or other that can be shared at bid time?
RFI SUBMISSION LOG 7.29.2025
NCOTA - 3B DEVELOPMENT
The PA DEP is the agency with authority over the project NPDES permit. No prior inspection reports are available. The contractor shall follow the DEP requirements for conducting weekly inspections/inspections after precipitation events utilizing the DEP form.
9. Installation of new erosion control devices was mentioned on the site walk. Are we to assume all perimeter controls are still in place and functional? This reinforces the importance to understand what is currently installed for the removal, and if the Contractor must install new BMP in an area where it is already called for an current BMP to be removed.
The Contractor to assume all E&S needs to be installed.
10. Items 1.12.1 through 1.12.3 for the slope repair, plunge pool and infiltration berm will require a large amount of waste and borrow to satisfy the grading plan. Is there a designated waste or borrow site within the property limits for the Contractor's use?
There are no designated waste or borrow sites within the property limits.
11. Is there a drawdown sequence or other details provided for the work associated with Item
1.12.3 for the Infiltration Berm? There is a significant amount of water and/or wildlife within the wetland area that will need drained in order to complete the work.
The infiltration berms are provided with a valved underdrain for dewatering. The area can also be dewatered with a small pump.
12. Can you please confirm the difference between the red and black contours shown on SI- 006 in the Infiltration Berm exhibit? The contours and layout on SI-006 do not match CG102. It would appear from the site visit the area is graded to match CG102.
SI-006 was issued during construction to modify the infiltration berm grades shown on sheet CG102. The red contours indicate the modified grading.
13. There is a temporary channel DD shown on SI-006 in the Infiltration Berm area. Is this channel still installed? Will it be utilized to bypass water around the work area while we perform work associated with Item 1.12.3?
The channel was not installed.
14. Is there a temporary riser, skimmer or other BMP to serve as temporary outlet device in the infiltration berm that needs installed to prevent future sediment build up in the 4" underdrain? To act as a temporary control device while the new vegetation is established?
Per detail 3/CG502 the underdrain is installed in a 36” deep by 12” wide stone envelope wrapped in geotextile fabric. The geotextile wrap should prevent sediment
RFI SUBMISSION LOG 7.29.2025
entering the underdrain. The Contractor shall remove and replace the stone/geotextile wrap after all the other grading work is completed in the basins.
15. For Item 1.12.2 there is currently no work specified for the southern plunge pool. Based on the site visit there does not appear to be any stone per Detail 2/CG-501 at the southern plunge pool. Can you please confirm the only scope to be performed for this item is in the northern plunge pool?
The contractor shall remove the sediment and/or restore the rock surfacing in both the northern and southern plunge pools.
16. For Item 1.12.1 major slope repair, what additional erosion control measures are required to be installed at the toe of slope above the plunge pools? These plunge pool areas will be difficult to protect from rolling debris on the hillside during regrading operations.
The contractor shall restore adjacent areas affected by work to their original condition prior to project completion. Measures to protect adjacent areas from damage are the contractor’s responsibility and means/method.
17. If plunge pools need to be reworked, is there a sequence of construction or other erosion control devices that will need to be installed to complete the work?
The Contractor shall establish E&S measures to prevent sedimentation from leaving the site.
18. Concrete pads will need removed for the underdrain installation for Item 1.8 Flower
Watering Stations. Will the concrete pad need replaced entirely? Or will patching be sufficient?
The drain is outside of the flower watering station pad. The concrete does not need to be cut/removed.
19. In general there are several irrigation lines within various work areas. Will the VA be responsible for repair or patching of any irrigation lines that may be disturbed in order to safely install the proposed work?
The VA will not be responsible for the repair and/or patching of irrigation lines. The GC will be responsible for repairing/replacing anything that is damaged due to their work.
The contractor shall conduct a joint walk through of each area with the SRE/RE prior to beginning work to note the existing conditions of any adjacent irrigation.

1. 1.2 PIC Building
1.2.1 & 1.2.2 – There are already emergency battery back Exit lights in the main area and the office has remote heads, wouldn’t these be acceptable for emergency egress lighting? During the walk through it was mentioned the office didn’t need the overhead fixtures to work on emergency because of the battery pack remote heads.
The same could apply to the entrance area. Image attached (Emergency Lighting)
The Contractor shall replace two existing emergency battery packs in the lobby with larger battery packs and larger light fixtures that is sufficient to provide illumination throughout the entire lobby
2. 1.3 Security
