About this file

This document is a Request for Information (RFI) Submission Log dated 8/04/2025 for Solicitation #36C10F25B0002, a project named NCOTA - 3B Development for the CFM National Region. The log contains 21 detailed requests for information covering various aspects of a construction project, including site work, infiltration berms, flower watering stations, joint sealant replacements, handrail refinishing, irrigation systems, and signage. Key technical details include requirements for slope reconstruction (2:1 maximum slope), infiltration berm elevation specifications, drain line installation for flower watering stations (4" HDPE pipe with 1' minimum cover), and guidance on replacing various infrastructure components like concrete pads, niche covers, and irrigation heads.

The RFI responses provide specific technical guidance, often referring bidders to supplemental appendices (Appendices A, B, C, F, H, Q, R, S, T) for detailed quantities and specifications. Notable responses include: confirmation that the contractor must import topsoil, no additional site visits will be permitted beyond the initial pre-bid meeting, connections to drain lines should be made outside concrete pads, and the contractor is not required to sign as a Co-Permittee for NPDES permit closure. The existing irrigation heads are manufactured by Rainbird, and various shop drawings are referenced for components like columbarium handrails, storefront doors, and directional signage.

RFI SUBMISSION LOG 8/04/2025

Solicitation# 36C10F25B0002

NCOTA - 3B DEVELOPMENT

CFM NATIONAL REGION

1. There is concern about the Joint Sealants. One issue is matching the color of the existing caulking. It is possible that the existing color has faded and might not match the new caulking. Will this be acceptable?

Dow Corning 790 Silicone Building Sealant and Dow Corning 795 Silicone Building Sealant (between caps only) was used. Product data and color chart is attached “Joint Sealant – Product Data & Color Chart”. Replace from joint to joint to avoid any abrupt color differences in adjacent sealant.

2. 1.12. Additional Sitework (Table 1 Item B58 – B60) #1 Reference 1.12.1. Embankment to plunge pools (East Sec 8/9): fill slope on east side of loop road across from Burial Sections 8 & 9 was eroded to steeper than the 2:1 max slope prior to stabilization. Re-construct slopes to 2:1 max per grading plan CG103; soil on embankment under the erosion control blanket and vegetation has eroded in multiple locations throughout the length and width of the slope; remove the erosion control banket, install additional soil to build the embankment up, compact and revegetate the embankments in disturbed locations.

R.F.I.: Do we have permission to perform a topographical survey on the existing slope prior to the bid event?.

R.F.I.: We will be permitted to access the lower slope area from the infiltration berm area as well Crypt Field #10?

The two above RFI’s are in relation to each other and the response for both is as follows.

No, there was one formal site visit that was organized for this project as indicated in the solicitation. All interested bidders were strongly encouraged to attend the Pre-Bid Site Visit. The solicitation also stated that the organized formal site visit, provided on July 23, would be the only opportunity for potential bidders to formally visit the site and it was highly encouraged that subcontractors attend the pre-bid site visit as well. At this time, we cannot accommodate any further coordinated site visits.

R.F.I.: Is there a distance requirement from the back of curb to top of slope? This will determine the extent of the grading required.

Top of slope shall be 8’ minimum from back of curb.

R.F.I.: The E and S Drawings show super silt fence and 32” silt sock at the toe of this slope.

Assuming the drawing reflects the large area of disturbance from the previous project. Will a reduced size silt sock be acceptable to reflect just the disturbance of the slope area? If so, can you provide the requirements?

During earth disturbance, it is the contractor’s responsibility to implement the appropriate E&S measures to ensure compliance with DEP requirements.

R.F.I.: Does the owner have topsoil on the property that can be utilized for the project?

No. The Contractor shall import necessary topsoil.

R.F.I.: Where the slope is less steep than 2:1 can we utilize material from those areas to obtain 2:1 or less steep if no areas exceed 2:1 in steepness?

The slope should be constructed per the grading shown on the drawings. If there is an area that is less steep than 2:1, material could potentially be used from those areas provided it does not result in the slope being more steep than that shown on the drawings.

3. #2 1.12.2. At the northern plunge pool, the downslope edge of the plunge pool appears to be undercut and eroded leaving the fabric and wire mesh hanging over the edge. In the detail below (Detail 2/ CG-501) the edge of the #57 stone in the wire basket is supposed to tie-in to the existing grade.

R.F.I.- Due to the type of materials within the Plunge Pools, Wire mesh, fabric etc. would we be permitted to completely remove and reinstall with new materials? Utilizing mechanical equipment to make repairs will be too difficult to not damage the existing materials. This work would also be labor intensive to try to perform by hand, therefore compete removal and reinstallation maybe most cost effective.

This would be the contractor’s means and methods.

4. #3 1.12.3. At the infiltration Berms, remove accumulated sediments and verify that grades are per plan (plan sheet CG102 & SI-006); verify upper infiltration berm top elevation at 1124 and stabilized overflow weir installed for 40' width at elevation 1123. (plan sheet CG102 and details 3 & 6/CG502; verify lower infiltration berm top elevation at 1120 and stabilized overflow weir installed for 45' width at elevation 1119. (plan sheet SI-006 and details 3 & 6/CG502; geocell in both stabilized overflow weirs are failing and needs to be properly reinstalled. (detail 6/CG502). Note: Replace soil or amend the soils in the infiltration areas. E&S drawings specify do not use heavy equipment compaction. (See Appendix N1 – Infiltration Berm).

R.F.I. – Where you ask to replace or amend the soils in the infiltration areas are you referring to the 1’ wide gravel drain that is capped with loam? That appears to be the only area that is designed for infiltration on the drawings. (see below), there maybe accumulated sediment above the infiltration area over the area labeled existing ground, if that is the case, should we include cleaning it?

Area of infiltration includes ponding area behind the infiltration berm up to the elevation of the stabilized overflow weir crest elevation. That is, between elevation 1120 and 1123 for the upper berm and between elevation 117 and 1119 for the lower berm. Removal of sediment and soil amendment shall be performed in these areas.

R.F.I.- Would you accept a modification to this 1’ wide area eliminating the loam and installing washed stone to the top of grade to help with infiltration?

No

5. #4 1.8. Flower Watering Stations (FWS)

1.8.1. Flower watering stations in existing cemetery need to be completed. Five need drainpipes connected. (See Appendix A - FWS & Storm Structures.pdf) R.F.I.- Will all utilities be in reference to the trenching necessary to install the water station drains or will the contractor be required to perform Grond Penetrating Radar?

See Construction Note #10 on Sheet GI002 . Contractor is responsible for locating utilities and coordinating work with existing utilities.

R.F.I.- Is there a minimum bury depth requirement for these drain lines?

Provide 1’ cover minimum.

R.F.I.- Is there a specification for the pipe and bedding for these drain lines?

Pipe is 4” HDPE per detail in SI-001(attached) “SI-001 FWS DETAIL”. Pipe bedding is specified in Section 31 20 00 Paragraph 2.1.F.2.

R.F.I.- Are the connections to be made within or outside of the concrete pads?, this will determine if the concrete pads need to be replaced.

Connections to drains are to be made outside of the concrete pads. Replacement of pads will not be required.

6. 4. 1.13. Other items

1.13.3. Remove all temporary E&S measures, to include silt fence and temporary ditch lines. Support closure of the NPDES permit.

R.F.I.: Does the contractor have to sign on as a Co-Permittee to complete this work?

No
