About this opportunity
The Department of the Treasury Bureau of Engraving and Printing seeks contractor services to operate, maintain, and provide 24/7 technical support for its Industrial Wastewater Pretreatment Plant in Washington, DC, with proposals due October 27. This is a competitive 8(a) set-aside.
Place of performance is Washington, DC. The WWPP comprises four systems: Wiping Solution Wastewater Pretreatment Plant, Plating Wastewater Pretreatment Plant, Grease Trap Wastewater Pretreatment Plant, and Wiping Solution Recycling Plant, plus on-site laboratory and materials storage. The contractor must maintain 100% operational status and compliance with all federal, state, and local environmental regulations, including the DC Wastewater Discharge Permit. Key contractor responsibilities include preventive and emergency maintenance, chemical inventory management via Maximo, sampling and testing, hazardous waste management, and comprehensive documentation and reporting.
Personnel must be U.S. citizens fluent in English and hold Association of Boards of Certification wastewater treatment certifications (Class I–III depending on role). All contractor personnel must obtain BEP security clearances and participate in background investigations. Contractor personnel must wear Personal Identification Verification badges.
The contract runs from November 1, 2026 through October 31, 2031 (phase-in period), with a 12-month base year followed by four optional 12-month renewal periods. Firm-fixed-price structure includes ten labor CLINs (Program Manager, Plant Manager, Assistant Plant Manager, Maintenance Manager, Supervisor Operator, Operator, Laborer, Laboratory Technician, Office Automation Assistant, and Maintenance Technician) plus not-to-exceed CLINs for ancillary services, process chemicals, and emergency repairs. The grand total ceiling across all periods is $8,138,140.61.
Proposals require three volumes: Volume I (Technical Capability, 30-page limit), Volume II (Past Performance, 10-page limit, minimum two relevant Federal, State, Local, or Commercial contracts within past five years), and Volume III (Price Quote using Attachment B). Evaluation weighs Technical Capability and Past Performance equally, both significantly more important than Price. An optional site visit was scheduled for August 11; clarification questions were due August 17. NAICS 561210, Facilities Support Services; PSC S216, Housekeeping–Facilities Operations Support.
