The amendment updates Section L (Instructions, Conditions and Notices to Offerors), Section M (Evaluation for Award), Attachment C (Site Visit Information), and Attachment B (Pricing Sheet).

The solicitation is an 8(a) Set-aside for wastewater pretreatment and maintenance support services, bulk chemical procurement, wiping solution production, and wiping solution recycling at the Bureau of Engraving and Printing (BEP) Washington, DC facility. Offerors must submit Firm-Fixed Price proposals consisting of three volumes: Volume I (Technical Capability, 25-page limit), Volume II (Past Performance, 10-page limit), and Volume III (Price Quote). An optional site visit is scheduled for August 11, 2026. Clarification questions must be submitted by August 17, 2026 at 12:00 p.m. Eastern, and proposals are due by September 15, 2026 at 12:00 p.m. Eastern via email to marico.sellers@treasury.gov. The Government intends to award one contract without negotiations, though the right to conduct discussions is reserved. Proposals must demonstrate understanding of PWS requirements, relevant staffing qualifications with security clearances, technical methodology for regulatory compliance and quality assurance, and at least two references demonstrating relevant experience within the past five years.

SECTION M – EVALUATION FOR AWARD

EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) Award will be made using the Tradeoff approach. As this acquisition is utilizing a ‘trade-off” methodology, the relative order of importance of the Volumes delineated accordingly: Technical Capability (Volume 1) is equal to Past Performance (Volume 2). Finally, in accordance with Revolutionary FAR Overhaul (RFO) 15.103-3(a), all evaluation Factors other than Price (Volume 3), when combined, are significantly more important that price. The Government intends to award one contract as a result of this solicitation. In using the tradeoff approach, the Government seeks to award to the Offeror who gives the Agency the greatest confidence that it will best meet or exceed our requirements in a way that will be advantageous to the Government. This may result in an award to a higher rated, higher priced Offeror where the decision is consistent with the evaluation factors and the Contracting Officer (CO) reasonably determines that the past and present performance of the higher priced Offeror outweighs the price difference. However, the degree of importance of cost/price as a factor in determining award could become greater depending upon the equality of the proposals evaluated in the non-cost/price Volumes. The greater the equality of proposals within the non-cost/price factors, the more important cost/price becomes in selecting the best value to the Government.

To arrive at a decision, the CO will integrate the technical team’s evaluations of the factors described in this provision. While the Government will strive for maximum objectivity, the tradeoff process, by its nature, is subjective; therefore, professional judgment is implicit throughout the selection process. Award will be made to the responsible Offeror whose proposal conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the solicitation, and also provides the best value to the Government based on the results of the evaluation as described below.

It is the Government’s intention to award without negotiations. Offerors are encouraged to present their best proposal and prices in their initial proposal submission. However, in accordance with RFO Part 15.204, the Government reserves the right to hold negotiations if necessary. The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without negotiations.

The following factors shall be used to evaluate offers:

Volume 1/Factor 1 Technical Capability

Factor 1: Technical Capability: The Government will evaluate the degree to which the technical approach demonstrates a thorough understanding of the requirements and provides a viable plan and means for successful completion, including methodology for completion of the requirements in the PWS.

The Offeror’s Technical will be evaluated as Outstanding, Good, Acceptable, Marginal or Unacceptable. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical Capability Volume. If an Offeror’s Technical Volume is found to be below Acceptable, it will not be further evaluated.

VOLUME 1 Technical Capability: The Technical Capability evaluation provides an assessment of the Offeror’s capability to satisfy the Government’s requirements. The evaluation will focus on the strengths, weaknesses, significant weaknesses, and deficiencies of the Offeror's proposal.

The Contractor will be evaluated on its ability to: 1) Demonstrate a clear understanding of the work to be performed; 2) Meet the Government’s objective; 3) Perform the tasks and deliverables of the PWS within the period of performance; 4) Deliver a management and staffing approach to support the PWS.

Table 1. Technical Volume Risk Rating Method

Combined Technical/Risk Rating. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, significant weaknesses, uncertainties and deficiencies in determining technical ratings. Combined technical/risk evaluations shall utilize the combined technical/risk ratings listed in Table 1. Each Technical Capability will receive one of the adjectival ratings defined below. Any Volume that receives a marginal or unacceptable rating will result in an overall marginal or unacceptable rating and will not eligible for award.

Adjectival Rating Description

Outstanding Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate

Marginal

Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unacceptable Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.

Factor 2 Past Performance

The Government will assess the Offeror capability to perform under this agreement by evaluating the Offerors past performance experience on previous same or similar contracts. The BEP may contact any references provided by the Offeror during the evaluation process to verify recent and relevant experience and the level of performance. The BEP may, at its discretion, obtain and evaluate information from sources other than those provided by the Offeror, such as those found in the Contractor Performance Assessment Reporting System (CPARS).

The Past Performance rating will be based on an "Acceptable" / "Unacceptable" basis. The following definitions will be used in evaluating the degree the offeror will satisfactorily provide the required services based on past and current performance records. An Acceptable or Unacceptable rating will be determined as follows:

Rating Description Acceptable Based on the offeror's performance record, the Government has reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown. (See note below)

Unacceptable Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have neutral past performance. In the context of acceptability/unacceptability, "neutral" shall be considered "acceptable."

Factor 3 Price Quote

The total evaluated price shall be the sum of all prices listed in the price schedule for the three-year ordering periods. The Government will evaluate price to determine fair and reasonableness.

The Government will use any combination of the price analysis techniques stipulated under FAR Subpart 13.106-3.

Basis for award

Award will be made on the basis of ‘trade-off”, the relative order of importance of the Volumes delineated accordingly: Technical Capability (Volume 1) is equal to Past Performance (Volume 2). All evaluation Factors other than Price (Volume 3), when combined, are significantly more important that price when meeting or exceeding the acceptability standards for non-cost (i.e., Technical and Past Performance) factors. All proposals will undergo a review of the Technical Approach and Past Performance while simultaneously undergoing an evaluation of price. An offer is technically acceptable if it is fully compliant with all of the requirements of terms and conditions herein.

(a) Competitive range and discussions. If discussions are conducted, only offerors in the competitive range will be invited to participate. The competitive range may be narrowed to maintain an efficient competition among the most highly rated proposals (see 10 U.S.C. 3303; 41 U.S.C. 3703). Written notice of exclusion will be provided per RFO 15.204. The competitive range may be reestablished, if necessary, to maintain efficiency.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
