About this file
This is a Wastewater Discharge Permit issued by the District of Columbia Water and Sewer Authority to the Department of the Treasury, Bureau of Engraving and Printing for industrial wastewater discharges at their facility located at 301 14th Street, SW, Washington, DC 20228. The permit is effective September 1, 2022, and expires August 31, 2026.
The Industrial User is classified under NAICS codes 323111 (commercial printing), 323812 (metal coating and engraving), 323120 (support activities for printing), and 325910 (printing ink manufacturing), and is authorized to discharge industrial wastewater from electroplating, wiping solution recycling, and printing processes through two outfalls into the District's sewer system. The permit establishes specific effluent limitations and monitoring requirements for two discharge points: Outfall 018 from the Wiping Solution Wastewater Pretreatment Plant requiring daily pH monitoring (5.0-12.0), semiannual monitoring for metals (copper, lead, mercury, nickel, zinc, cadmium, silver, cyanide), and once-per-permit monitoring for arsenic, molybdenum, and selenium; and Outfall 019 from the Plating Wastewater Pretreatment Plant requiring daily pH monitoring, bimonthly monitoring for total chromium and nickel, semiannual monitoring for various metals and cyanide, and once-per-permit monitoring for arsenic, mercury, molybdenum, and nickel. Special conditions require the facility to maintain pretreatment plants in satisfactory condition, update spill prevention and slug control plans within six months, prepare a quality assurance manual within six months, calibrate and clean effluent meters weekly, restrict batch discharges during heavy rainfall events, and report all spills and slug loadings immediately to DC Water. The permittee must submit monthly, quarterly, and semiannual compliance reports by specified deadlines and is subject to an annual compliance fee, high-strength waste fees for Outfall 018 based on pollutant concentrations and flow volume, and potential administrative fines up to $10,000 per day for violations, with repeat violations subject to increased penalties up to $10,000 daily. The permit prohibits discharge of fire and explosion hazards, corrosive substances, solids that obstruct flow, petroleum products, radioactive wastes, medical wastes, and other hazardous materials, and allows DC Water inspection and sampling rights with the permittee liable for all damages resulting from its discharge.
