About this file
This is a Wastewater Sampling Matrix prepared by the Office of Environment, Health and Safety, Environmental Management Division. The document establishes a comprehensive compliance sampling schedule spanning from June 2026 through August 2031 for two wastewater outfall locations (018 and 019).
The matrix specifies detailed sampling protocols for multiple analyte categories including metals (copper, lead, mercury, nickel, zinc, arsenic, cadmium, molybdenum, and silver), cyanide, volatile organic compounds (VOCs), semi-volatile organic compounds (BNA), pesticides, polychlorinated biphenyls (PCBs), total petroleum hydrocarbons (TPH 1664), biochemical oxygen demand (BOD), and chemical oxygen demand (COD). Each analyte requires specific container types (plastic or glass, wide-mouth or narrow-mouth), preservatives (nitric acid, sodium hydroxide, sulfuric acid), volume requirements (typically 250 mL to 2 liters), and temperature maintenance (generally below 6°C). Sampling occurs at varying frequencies—some parameters are tested monthly while others are conducted semi-annually or during grab sampling events. The document includes a legend defining abbreviations, container specifications, applicable EPA and Standard Methods, and maximum holding times ranging from 3 days to 6 months depending on the analyte. Special notes address laboratory-dependent preservation variations for VOCs and pesticides, emphasizing that contractors must ensure preservation methods comply with specific laboratory requirements. The sampling schedule reflects compliance with current wastewater discharge permits, with provisions for additional baseline monitoring when new equipment becomes operational and annual split sampling performed by DC Water.

Notes:
Important Additional Lab Service Information
6. All incoming raw materials testing that cannot be accomplished by the onsite lab shall be included as well. This testing may be found on the individual materials specifications.
1. The above chart shows estimated compliance sampling as noted in the current wastewater discharge permit Attachment 1.
2. The current permit, however, only runs through August 31, 2027. Therefore, sampling shown to occur after that date is subject to change.
3. Additional sampling occurs when DC Water comes in once annually to perform compliance sampling, in that split samples are collected and analyzed. The effect of the DC Water split sampling analysis is equavalent to an additional complete semi-annual sampling event for all outfalls.
4. Sampling will need to occur when the new equipment is fully operational in the form of a baseline monitoring compliance sampling event for both system outfalls, the PWPP and the new WSWPP. This is separate from counting as a semi-annual sampling event.
5. The equavalent of a complete semi-annual compliance sampling event should be added annually to the above items for purposes of estimating project analysis for wastewater process improvement projects and special projects.
Depending on the laboratory used, the preservation may be different for VOC and some speciated VOCs. The Contractor will ensure that the preservation used meets the requirements of the laboratory being used for the specific analysis. This is due to slight variations in methods of analysis. The primary difference is differences in holding time maximum changes with different preservatives and analytical interferences.
Depending on the laboratory used, the preservation may be different for Pesticides. The Contractor will ensure that the preservation used meets the requirements of the laboratory being used for the specific analysis. This is due to slight variations in methods of analysis. If required by the specific laboratory, the pH will be adjusted to a range of between 5-9 with dilute NaOH or H2SO4, with the concentrations and amounts recorded on the COC.
pH range of 5.0 to 9.0 with sodium hydroxide solution or sulfuric acid. Record the volume of acid or base used.
