Summary: BEP Specification for 50% Sodium-Sulfated Castor Oil Solution (C: COS-6 Revision 2)
This is a technical specification document from the Department of the Treasury, Bureau of Engraving and Printing (BEP) establishing performance and acceptance requirements for 50% sodium-sulfated castor oil solution. The material is intended for use as an ingredient in water-based alkaline wiping solution for currency and securities printing presses at the BEP's Washington, DC facility. The product is identified as BEP stock item number 2A000541 when delivered in bulk via tank truck and 2A00541A when delivered in 55-gallon (208-liter) drums. Typical bulk shipments range from 3,500 to 4,000 gallons per tank truck, with drums containing 216 kilograms ± 1% per unit.
The specification requires the material to meet specific physical and chemical properties including organically combined sulfuric anhydride (SO₃) of 6.5-9.0% by weight, Gardner color rating of 4.0-7.0, free fatty acid content of 0.6-3.6%, total alkali as KOH of 2.0-4.0%, and nonvolatile content of 41-52% by weight. Testing methodologies are defined using ASTM and BS EN standards. Contractors must maintain an ISO 9001:2015-compliant quality assurance system, provide Safety Data Sheets meeting 29 CFR 1910 Part 1200 standards, and certify compliance with environmental regulations including PCB limits and Toxic Substances Control Act requirements. Drums must be chemically resistant, properly marked with hazard warnings and barcode labels conforming to BEP specifications, and securely packaged on pallets with strapping. Contractors shall furnish certification of conformance and test reports for each batch prior to shipment, including manufacturer lot numbers, volumes, weights, and instrument calibration documentation upon request.
