The material is identified as BEP stock item number 2A000602 and shall be technical grade sulfuric acid delivered by 4,000-gallon tank trucks.
The sulfuric acid solution must meet specific quantitative requirements: minimum concentration of 93% with a maximum of 100%, Baume gravity of 66° minimum at 65.7°, and mercury concentration less than 50 parts per billion (ppb). The material must be a clear to slightly cloudy liquid free from foreign matter. Suppliers must provide Safety Data Sheets complying with OSHA Hazard Communication Standards two weeks before the first delivery and upon any material changes. Environmental requirements are stringent, including compliance with 40 CFR Part 261 contaminant limits, 40 CFR Part 761 PCB restrictions, 40 CFR Part 720 premanufacture notification certification, California Proposition 65 restrictions, Title 21 DCMR toxic organics prohibitions, and Clean Air Act Section 112 air toxics restrictions. Mercury content is limited to 50 ppb maximum, with supplier certification required for each shipment. Testing shall follow ASTM Method E 223 for concentration and specific gravity analysis. Each tank truck constitutes an individual lot, with one-liter samples taken from each truckload for analysis. Suppliers must furnish inspection and test reports, environmental certifications, and certificates of conformance for each batch. Delivery documentation must include manufacturer's lot number, delivery volume and approximate weight, purchase order number, and date of manufacture.
