NASA's Johnson Space Center is issuing a final request for proposals for the United States Deorbit Vehicle procurement, solicitation number 80JSC023R0003. The agency seeks proposals for the design, development, test, and evaluation through critical design review under a cost-plus-incentive-fee or firm-fixed-price contract, followed by production, assembly, integration and testing under a firm-fixed-price contract. Key requirements include meeting stringent safety, functional, and performance standards to safely deorbit the International Space Station at the end of its operational life. Proposals are due by November 17, 2023, with past performance information due by October 16, 2023. Questions about the solicitation must be submitted by October 11, 2023.

The solicitation has no set-aside designations. NASA anticipates awarding a single contract with a period of performance from June 2024 through March 2031, potentially with optional extensions. The work will be conducted at Johnson Space Center, Kennedy Space Center, and Marshall Space Flight Center. Foreign nationals may require individual and programmatic technology transfer control plans to access export-controlled technical data. The solicitation does not provide specific award value or budget range details.
