About this file
This is an amendment to a solicitation for a United States Deorbit Vehicle issued by the National Aeronautics and Space Administration Johnson Space Center. The amendment replaces cost and pricing templates, updates instructions and paragraphs related to cost and pricing, modifies contract line item numbers and representative task orders, and adjusts the deadline for submitting government task agreements to 22 days after initial solicitation release. Offerors are required to submit cost and pricing volumes using the revised templates for evaluation. Key contract line items include design, development, testing and evaluation; production, assembly, integration and testing; dwell; launch vehicle integration and sustaining; and special task and studies. Total evaluated price will be assessed based on these line items as well as government task agreements and furnished property, facilities, and data.

The Cost and Price factor is approximately equal to the combined importance of the Mission Suitability factor and Past Performance factor.
As individual factors, Mission Suitability is more important than Past Performance.
The Government reserves the right and may award the IDIQ Fixed Price Representative Task Orders (Attachment L-04A CLIN 4 – LAUNCH VEHICLE INTEGRATION AND SUSTAINING REPRESENTIVE TASK ORDER and CLIN 4 – LAUNCH VEHICLE
INTEGRATION AND SUSTAINING – LONG LEAD PARTS REPRESENTIVE DELIVERY
ORDER (RDO)) as proposed.
(End of provision)
M.2 COST AND PRICE FACTOR (VOLUME I)
(a) Offerors proposals that are found to be acceptable under NASA FAR Supplement (NFS) 1815.305-70, Identification of Unacceptable Proposals and received in response to this solicitation, the Government will evaluate each Offeror’s proposed Total Evaluated Cost and/or Price. The Government will perform the cost and/or price evaluation in accordance with FAR 15.305 - Proposal Evaluation, FAR 15.404 - Proposal Analysis, and NASA FAR Supplement (NFS) 1815.305 - Proposal Evaluation. The USDV CLIN structure (e.g., CLIN 1, either CPIF or FFP; CLIN 2-5 FFP) will determine the proposal analysis techniques that will be performed to ensure that the final agreed-to price is fair and reasonable in accordance with FAR 15.404-1. If necessary, the Government reserves the right to request additional information in order to perform a cost/price analysis on all CLINs.
(b) For purposes of source selection, the total evaluated price for all proposals will be the summation of the USDV CLINs (delineated below), GTA, and Government provided (Furnished Property, Facilities, & Data/Information) for the contract period of performance (core and options):
(1) CLIN 1 - DDT&E through CDR (CPIF or FFP, depending on Offerors proposed contract type) Core Contract by GFY
(2) CLIN 2 - Production, Assembly, Integration, and Test (FFP) Core Contract by GFY
(3) CLIN 2A - Option (FFP) Core Contract by GFY
(4) CLIN 3 - Dwell (FFP) IDIQ, Average GFY 2028-2035 x 2yrs
(5) CLIN 4 - Launch Vehicle Integration and Sustaining (FFP) IDIQ by GFY
Pre-Priced Task Order (TO) 1, Based on CLIN 4 IDIQ by GFY
(6) CLIN 5 - Special Task & Studies Sub-CLIN 5A Special Studies (FFP) IDIQ by GFY Sub-CLIN 5B Evaluation Requirements (FFP) IDIQ by GFY
(7) Government Task Agreements (GTA)
(8) Government Provided (Furnished Property, Facilities, & Data/Information)
M-2 does not demonstrate an otherwise well-thought out, thoroughly-explained approach to development that is likely to reduce the risk of unsuccessful contract performance. To be considered by the Government, GTAs must be submitted to the applicable no later than 22 days after initial solicitation release. NASA will respond to all requests and notify Offerors within 7 days prior to proposal due date. NASA does not guarantee a response to GTA requests received after the due date.
(c) Proposals will be evaluated and scored numerically based upon the subfactors set forth below.
The Government will interpret failure to provide sufficient detail and rationale, use of ambiguous terms, or inconsistencies noted during the evaluation of proposal information, as a lack of understanding on the part of the offeror and the offeror is notified that this may affect its Mission Suitability score.
M.3.1 Technical Approach (TA) - Mission Suitability Subfactor 1 The Offeror’s Technical Approach will be evaluated for overall demonstrated understanding, reasonableness, feasibility, completeness, and effectiveness and any ensuing impacts and risk to the Government.
M.3.2 Management Approach (MA) - Mission Suitability Subfactor 2 The Offeror’s Management Approach will be evaluated for overall demonstrated understanding, reasonableness, feasibility, completeness, and effectiveness and any ensuing impacts and risk to the Government.
M.3.3 Small Business Utilization (SBU) - Mission Suitability Subfactor 3 The evaluation of Small Business Subcontracting and Commitment to the Small Business Program applies to all offerors, except that Small Businesses are not required to submit a Small Business Subcontracting Plan.
SBU1. Small Business Subcontracting
(a) The Small Business Subcontracting Plan and Reports (DRD USDV-11), will be evaluated in terms of completeness, reasonableness and soundness of the offeror’s independent assessment to achieve the proposed subcontracting goals. The offeror's Small Business Subcontracting Plan will be evaluated in terms of meeting the requirements of FAR 19.704, Subcontracting Plan Requirements. The evaluation of the goals in the Small Business Subcontracting Plan will be on the basis of total contract value. The information provided in the Small Business Subcontracting Tables in DRD USDV-11 Small Business Subcontracting Plan and Reports submission will be evaluated in addition to the supplied narrative.
(b) Small businesses are not required to submit subcontracting plans. The Government will only evaluate the amount of work proposed to be performed by the small business prime and any small business at the first-tier subcontract level. The proposed amount of work to be done by the prime small business and first tier small business subcontractors will be evaluated against the Contracting Officer’s assessment of the overall subcontracting goal for this procurement.
