Welcome

Dana Weigel, Deputy Manager International Space Station Program

Notable Highlights

• Major acquisition tenets:

– NASA will procure USDV as supply

– NASA will procure the USDV Launch Vehicle through the NASA Launch Services Program

– NASA will perform the USDV flight control through the entire USDV mission

• Budget Status

• Dwell (CLIN 3)

– Dwell (CLIN 3) includes the storage of USDV to support an L-12 month call-up

• Supports delivery of USDV for early contingency deorbit capability

• Allows for storage of USDV if ISS End of Life is extended

– All assembly, integration, and test (AI&T) and Acceptance of the full USDV is included in Production, Integration and Test (CLIN 2) costs

CLIN 2 (AI&T) CLIN 4 (LV & Sust.) CLIN 2 (AI&T) CLIN 4 (LV & Sust.)

CLIN 3 (Dwell)Figure 1: Proceed Straight to Launch (No Dwell)

Figure 2: Dwell prior to Launch with some AI&T during Dwell

USDV Safety and Mission Assurance Highlights

• Due to the unprecedented risk to public safety posed by an uncontrolled deorbit of ISS, the USDV S&MA requirements repeatedly emphasize several key tenets, including:

– Utilization of highly reliable, flight-proven systems

– Resilient spacecraft capable of completing its mission after two failures

– Rigorous testing, including high-fidelity hardware/software integrated test and verification campaigns

• For highly reliable, flight-proven systems, design and risk trades must weigh reliability of the existing design versus impacts of the required redesign to meet 2 FT. Rationale for these trades should be addressed in:

– TA.5 Safety and Mission Assurance (S&MA) Plan, parts (b) and (c)

• Alternate or Tailored Standards can be proposed but will not be preapproved. Rationale for alternate or tailored standards shall be addressed in:

– TA.4 NASA Standards and Specifications Compliance and Tailoring Approach, DRD USDV-33 item e

Price is approximately equal to the combined importance of the Mission Suitability and Past Performance

As Individual Factors, Mission Suitability is more important than Past

Performance.

– For FFP CLINs 2-5, the Government will perform price analysis on CLINs 2-5, regardless of Offerors decision to propose CPIF or FFP for CLIN 1

– The proposed total evaluated price and the results of the Government’s analysis will be presented to the Source Selection Authority (SSA) for consideration in making a source selection decision.

• Total Evaluated Price will be the summation of:

Responsibility Considerations

• The Contracting Officer makes the determination of responsibility per FAR 9.104.

– Responsible means that the contractor has adequate organizational and financial controls, satisfactory business ethics, financial resources, the ability to successfully perform the work, is eligible, etc.

– This determination is performed by the CO and is separate from the selection decision.

– If an offeror is not responsible, then they are not eligible for award.

• The Contracting Officer will also check the Contractor Performance Assessment

Reporting System (includes records of the Contractor’s previous contracts).

• The Contracting Officer will request an Equal Opportunity clearance and check to ensure the veteran’s reports are submitted.

• This determination is performed for offerors in the competitive range or the successful offeror only.

Model Contract

• The Model Contract consists of Sections A-K of the RFP.

– Sections L and M are used for selection purposes only and shall not be included in the Model Contract (Volume V) submission.

• The Offerors will submit a signed Model Contract with their proposal.

– The Model Contract becomes the actual contract and so it must be complete and correct.

– The Model Contract must be signed by a person authorized to commit the offeror.

– All pages must be returned – not just the pages with the fill-ins.

• The Contracting Officer will sign the Model Contract of the Successful Offeror once all issues are resolved and the selection decision is made.

• Errors or inconsistencies in the Model Contract (that cannot be resolved) may result in an offeror being removed from consideration for award.

• The Model Contract takes precedence over the proposal.

– Ensure that your prices and rates in the Cost/Price Volume are reflected in Section B of the Model Contract.
