(f) In addition, the Government will include an analysis of the CLINs for unbalanced pricing as referenced in FAR 15.404-1(g). A determination of unbalanced pricing may lead to the rejection of the offer as permitted in FAR 15.404-1(g)(3).
(g) For evaluation purposes the total evaluated cost and price information in the model contract will prevail and take precedence in the event that the model contract differs from proposed price details as provided in Attachments L-01A, L-01B, or L-01D.
(h) To conduct a meaningful comparison in this competition on an equal and common basis, the proposed total evaluated price and the results of the Government’s analysis will be presented to the Source Selection Authority (SSA) for consideration in making a source selection decision.
(i) Offerors should refer to FAR 2.101(b) for a definition of “cost realism” and to FAR 15.404-
1(d) and NFS 1815.305(a)(1) regarding “cost realism analysis” and “probable cost.”
(Applicable to CPIF/Attachment L-01A and Attachment L-01D only)
(End of Provision)
M.3 MISSION SUITABILITY FACTOR (VOLUME II)
(a) The Mission Suitability factor and associated subfactors are used to assess the ability of the offeror to provide and administer the requirements of the SOW. The Mission Suitability subfactors and its corresponding weights reflecting relative importance are listed below.
These weights are intended to be used as a guideline in the source selection decision-making process.
(b) The Government will evaluate the Offeror’s GTAs as part of its evaluation of both the
Technical Approach and Management Approach. The GTAs will be evaluated by assessing the demonstrated understanding, reasonableness, feasibility, completeness, and effectiveness and any ensuing impacts and risks to the Government of the approach. While NASA believes that it has unique resources it is making available to Offerors that may aid the Contractor(s) in ensuring performance success, Offerors are advised that proposing to use Government resources will not, in and of itself, provide a basis for NASA to positively or negatively evaluate a proposal, and may provide a basis for NASA negatively evaluating a proposal if the proposed use of resources does not demonstrate an otherwise well-thought out, thoroughly-explained approach to development that is likely to reduce the risk of unsuccessful contract performance. To be considered by the Government, GTAs must be submitted to the NASA/ISS Program
Transportation Integration Office representative, Kristi Duplichen no later than 21 calendar days

PART IV - REPRESENTATIONS AND INSTRUCTIONS
after RFP Amendment 5 release. NASA will respond to all requests and notify Offerors within 7 days prior to proposal due date. NASA does not guarantee a response to GTA requests received after the due date.
(c) Proposals will be evaluated and scored numerically based upon the subfactors set forth below.
The Government will interpret failure to provide sufficient detail and rationale, use of ambiguous terms, or inconsistencies noted during the evaluation of proposal information, as a lack of understanding on the part of the offeror and the offeror is notified that this may affect its Mission Suitability score.
M.3.1 Technical Approach (TA) - Mission Suitability Subfactor 1
The Offeror’s Technical Approach will be evaluated for overall demonstrated understanding, reasonableness, feasibility, completeness, and effectiveness and any ensuing impacts and risk to the Government.
M.3.2 Management Approach (MA) - Mission Suitability Subfactor 2
The Offeror’s Management Approach will be evaluated for overall demonstrated understanding, reasonableness, feasibility, completeness, and effectiveness and any ensuing impacts and risk to the Government.
M.3.3 Small Business Utilization (SBU) - Mission Suitability Subfactor 3
The evaluation of Small Business Subcontracting and Commitment to the Small Business Program applies to all offerors, except that Small Businesses are not required to submit a Small Business Subcontracting Plan.
SBU1. Small Business Subcontracting
(a) The Small Business Subcontracting Plan and Reports (DRD USDV-11), will be evaluated in terms of completeness, reasonableness and soundness of the offeror’s independent assessment to achieve the proposed subcontracting goals. The offeror's Small Business
Subcontracting Plan will be evaluated in terms of meeting the requirements of FAR 19.704, Subcontracting Plan Requirements. The evaluation of the goals in the Small Business
Subcontracting Plan will be on the basis of total contract value. The information provided in the Small Business Subcontracting Tables in DRD USDV-11 Small Business
Subcontracting Plan and Reports submission will be evaluated in addition to the supplied narrative.
(b) Small businesses are not required to submit subcontracting plans. The Government will only evaluate the amount of work proposed to be performed by the small business prime and any small business at the first-tier subcontract level. The proposed amount of work to be done by the prime small business and first tier small business subcontractors will be evaluated against the Contracting Officer’s assessment of the overall subcontracting goal for this procurement.
Individual subcontracting goals by small business categories will not be evaluated for small business primes and their first-tier subcontractors.
