This is a competitive Multiple Award firm-fixed-price IDIQ contract with no set-aside, performance period of one five-year basic term plus one five-year option (10 years total). Place of performance is nationwide (United States). The procurement requires offerors to be approved sources per Repair Qualification Requirements RQR-PSD-1 for at least one module and hold current Rolls Royce certification prior to award. All contractor personnel performing covered work must be SAR-approved and Rolls Royce-certified.
Contractor personnel must use only new and unused parts from Government-approved sources, OEM, or authorized distributors—no used or reclaimed material is permitted. The contractor must achieve 95 percent on-time delivery quarterly, provide 200 Engine Flying Hours warranty on major modules and turbine rotors with 60-day repair turnaround for warranty failures, and limit workmanship deficiencies to 0.5 percent for modules and 0.05 percent for components. The contractor must maintain ISO 9001:2000 or higher certification, OEM Authorized Maintenance Center and Authorized Military Overhaul Facility credentials, and implement a Supply Chain Risk Management plan covering continuity of operations, foreign influence, and cybersecurity within 15 days of award.
Key deliverables include Initial Production Evaluations per attached procedures, Contract Data Requirements Lists with 31 specified data items including production reports, deficiency analysis, and CEMS/CAV AF reporting, and comprehensive government property management via Commercial Asset Visibility Air Force. The contractor must maintain consolidated reparable inventory, submit weekly material receipts and monthly depot maintenance production reports, and participate in bi-weekly teleconferences and semi-annual program reviews. All work must comply with applicable technical orders, repair qualification requirements, and government-approved processes under DCMA quality assurance surveillance.
