About this file
This is an Ordering Guide for the T56 Multiple Award Contract (T56 MAC), an Indefinite Delivery Indefinite Quantity (IDIQ) contract administered by the Air Force Sustainment Command, Materiel Support Contracting Division (AFSC/PZA).
The contract supports repair and overhaul services for T56 engines and operates under a decentralized ordering structure whereby Ordering Procuring Contracting Officers (Ordering PCOs) issue Fair Opportunity Notices (FONs) to solicit proposals from approved contractors. All orders derived from the basic IDIQ contracts are generally Firm-Fixed-Price (FFP) with potential Cost Reimbursement-No Fee (CRNF) for travel when appropriate. Each awardee receives an initial task order for a minimum guarantee of $500, which is obligated through an order for a Virtual Post-Award Conference, with no guarantee of additional orders beyond this minimum. Contractors on-ramped after initial awards may receive initial task orders for the contract minimum plus material lay-in and tooling. For subsequent orders, the Government reserves the right to award to multiple contractors from a single FON.
The ordering process requires all IDIQ holders to submit proposals in response to each FON for which they are eligible, with participation on all eligible FONs mandatory; failure to participate may result in removal from the program. Orders are evaluated based on factors outlined in each FON, including price, timely deliveries on prior orders, Initial Product Evaluation (IPE) compliance, and CDRL and CAVAF reporting requirements. The Ordering PCO may conduct negotiations and request Final Proposal Revisions if determined in the Government's best interest. Small business set-asides are considered on an order-by-order basis using the "rule of two" under NAICS code 336412 (Aircraft Engine and Engine Parts Manufacturing). No protest of orders is authorized except for orders exceeding $35 million or those increasing contract scope, period, or value, and an order ombudsman is designated to review fair opportunity complaints from multiple award contractors.

ORDERING GUIDE
T 56 Multiple Award Contract
T56 MAC
Air Force Sustainment Command Materiel Support Contracting Division
(AFSC/PZA)
General Information This Ordering Guide sets forth the procedures for issuing orders against the Joint Follow-On Contract (JFOC) Multiple Award Contract (MAC) to support agency mission requirements for support repair/ overhaul of the T56 engine.
Task Order (hereafter referred to as “orders”) proposals and awards shall comply with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 16.506 and 16.507, Revolutionary Defense Federal Acquisition Regulation Supplement (R-DFARS) 216.506-70 and 216.507, and the Department of Air Force (DAF) Contracting Compass Indefinite-Delivery Contracts – IDDQ and IDIQ Contracts-Mandatory. All orders derived from the basic IDIQ contracts will generally be Firm-Fixed-Price (FFP) and/ or but may include a Cost Reimbursement- No Fee (CRNF) for travel if appropriate. All orders will be issued in strict compliance with the JFOC Indefinite Delivery Indefinite Quantity (IDIQ) terms and conditions.
The process for an order award includes issuing a Fair Opportunity Proposal Notice (FON) (unless an exception to fair opportunity applies), Q&A (if needed), proposal submission, proposal evaluation, interchanges (if needed) and award.
Who Can Place Orders This contract will allow for decentralized ordering for other activities which require services listed in the MAC. The other activities will be authorized to issue their own orders using their respective call order number(s) per Defense Procurement and Acquisition Policy.
AFSC/PZAAA will maintain contract administration of the basic contract. Only the Contracting Officer at AFSC/PZAAA is authorized to negotiate additional terms and conditions or modify the JFOC MAC IDIQ contracts. Any office that places orders on the contract will be responsible for administering and adhering to the terms of the plan attached to the contract.
Orders solicited and issued under this MAC will be decentralized, meaning Ordering Procuring Contracting Officers (Ordering PCO) will solicit IDIQ holders for local requirements and DCMA will administer the resulting orders. The Government reserves the unilateral right to modify ordering offices. Order administration shall be delegated to the Defense Contract Management Agency (DCMA).
Exceptions to Fair Opportunity Procedures For competitively awarded line items, In Accordance With (IAW) RFO 16.507-6, if the Ordering PCO determines the requirement is subject to an Exception to Fair Opportunity (EFO), the Ordering PCO may limit competition upon completion of the appropriate EFO documentation.
EFO documentation will be posted as required by RFO 16.507-6(f).
Initial Order Award and Minimum Guarantee
1. Each awardee will receive an initial task order for the contract minimum. The minimum guarantee is $500, which will be obligated via an order for a Virtual Post-Award Conference. Award of a T56 JFOC MAC IDIQ does not guarantee any orders beyond this minimum. The minimum guarantee amount of $500 will be obligated via orders issued simultaneously with the IDIQ contract awards.
2. Contractors on-ramped after the initial multiple award IDIQ contracts are awarded an IDIQ and will receive an initial task order for the contract minimum, and may receive material lay-in, and tooling.
Subsequent Orders - Proposal Requests
Following the initial task order, the Government may order additional supplies and/or services, up to the stated quantity, throughout the period of this contract IAW the procedures at RFO
16.506 and 16.507 and in this ordering procedures document. Contractors are not guaranteed any orders beyond the initial minimum guarantee. Proposals shall be solicited in writing.
The Government reserves the right to award to multiple contractors off one FON.
Unless otherwise specified in a FON, the following defines the fair opportunity process:
1. The Ordering PCO will issue a FON to the approved sources for each requirement, as determined by Market Research, unless an EFO exists.
2. IAW RFO 16.507-6(c), Small business consideration. Part 19 and Public Law 111-240 (15 U.S.C. 644(r)) provide authority for setting aside orders and placing orders under reserves, which are not subject to the justification, approval, and posting requirements in paragraphs (d)-(f). The primary NAICS code for the JFOC MAC is 336412, Aircraft Engine and Engine Parts Manufacturing, under which the Small Business Administration has established a size standard. The current size standard is found at https://www.sba.gov/document/support-table-size-standards.
The Ordering PCO reserves the right to consider set-asides on an order-by-order basis for socioeconomic categories at RFO 19.000(a)(3) using the “rule of two.” When market research indicates that two or more offerors in any of the socioeconomic categories at RFO 19.000(a)(3) are approved sources and indicate the intent to submit a proposal before the issuance of a FON, the Ordering PCO, at their discretion will consider set-asides to any of the socioeconomic categories identified. If there are less than two approved offerors in any of the socioeconomic categories listed at RFO 19.000(a)(3), competition will be open to all Small Businesses.
Furthermore, there is no order of precedence among the socioeconomic categories. The Ordering PCO will document in the order file showing the apparent successful offeror’s certifications in the System for Award Management (SAM) showing that the representations were reviewed.
3. The FON will include specific instructions for the submission of proposals such as:
https://www.sba.gov/document/support-table-size-standards
(a) FON Tracking number (assigned by Ordering PCO; will usually be the Purchase Request Number)
(b) Date of FON
(c) A description of the work required, such as the Performance Work Statement
(PWS) and contract data requirements list (CDRL package)
(d) Anticipated performance period/delivery date and critical milestones
(e) Deadlines for questions (if needed) and proposal due date
(f) Anticipated order type: FFP, CRNF.
(g) Anticipated CLIN/ELIN structure.
(h) Any Government-Furnished Property (GFP) (to be made available for performance under the order)
(i) Evaluation Factors/Criteria and whether multiple order awards are anticipated
(j) Price Submission Sheet
(k) Initial Product Evaluation (IPE) information
(l) Any additional information determined necessary to support the requirement
4. If a contractor is unable and has no capability to submit a proposal, contractors shall submit a “No Capability” reply in response to the FON. All “No Capability” responses shall include a brief statement as to why the contractor is unable to perform.
For orders where fair opportunity is not provided:
1. IAW RFO 16.507-6, if the Ordering PCO determines the order requirement is subject to an Exception to Fair Opportunity (EFO), the Ordering PCO may limit competition upon completion of the appropriate EFO documentation. The Government will post EFO documentation to SAM.gov as required by RFO 16.507-6(f).
2. Orders for items where no competition existed at the IDIQ level will use Justification and Approval (J&A) authority for the IDIQs to support the EFO determination. The Government may issue such orders unilaterally.
3. Items 3 (FON Instructions) and 4 (No Proposal Rationale) from the prior section apply to orders where fair opportunity is not provided.
Proposal Submission
1. All IDIQ holders shall submit a proposal in response to each FON in which they are eligible.
2. All IDIQ holders are considered approved sources and therefore considered qualified to complete the work requirements.
3. Offerors shall propose IAW the FON.
Other Relevant Information
1. Participation Requirement. Each Contractor must propose on all FONs they are eligible for. Failure to do so may result in removal (off-ramp) from the JFOC MAC program. If adequate competition (two or more proposals per the RFO) is not obtained following issuance of a competitive FON, the Government may extend the proposal due date and require that all approved Contractors submit a proposal in response to the FON.
2. Proposal Preparation. The contractor shall assume all costs associated with preparation of proposals for order awards under the proposal process. The Government will not reimburse awardees for proposals as a direct or indirect charge.
3. FON Cancellation. If issues pertaining to a FON arise and cannot be resolved, the
Ordering PCO reserves the right to withdraw and cancel the proposed FON. All MAC contractors shall be notified in writing of the Ordering PCO's decision. This decision is final and conclusive and shall not be subject to the "Disputes" clause or the “Contract Disputes Act.”
4. Unauthorized Work. The contractor is not authorized at any time to commence performance before receipt of a signed order or other written approval provided by the Ordering PCO to begin work.
5. Funding Restrictions. No unfunded orders are allowed. Orders may be incrementally funded IAW RFO and other agency funding restrictions.
6. Award Notification. The successful Offeror will generally be notified of order award by email. Awarded orders shall be issued by email, or facsimile. It is anticipated that all awarded orders will be issued electronically.
When the awarded price is below $7.5 million, the Ordering PCO is not required to notify unsuccessful awardees (RFO 16.507-5(c)).
7. Debriefings. Under $10 million, debriefings are provided upon request. IAW R-DFARS
216.507-5, a debriefing of successful and unsuccessful awardees is required for orders valued at $10 million or more. Debriefings may be written, oral, or in-person.
Evaluation Criteria and Factors
1. Each FON will list the evaluation factors and relative order of importance. The Government will place orders based upon the evaluation factors identified in the FON and IAW RFO 16.507, Additional Ordering Procedures for multiple-award contracts.
The Ordering PCO will tailor the FON evaluation factors to the specific order and select the contractor based on a complete assessment of the evaluation factors. Price-only evaluations are permitted when practical. The PCO may add factors or subfactors, but price will always be an evaluation factor.
2. Example Factors or Subfactors may include timely deliveries on prior orders, and/or to sources that have adequately met Initial Product Evaluation (IPE) requirements, and/or sources that are in compliance on CDRL and CAVAF reporting requirements.
3. The procedures at RFO 15.1 do not apply to FONs.
4. IAW R-DFARS 216.507-70(a), if only one offer is received in response to an order exceeding the simplified acquisition threshold that is placed on a competitive basis, the Government shall follow procedures at R-DFARS 215.202-71.
5. Pricing: Price and/or cost shall be considered as one of the factors in the selection decision for each order placed under the JFOC MAC.
Proposal Evaluation: Proposal evaluation information be outlined in each FON. Generally, the Government intends to make an award for each order based on the initial proposal submissions and IAW the selection criteria established in the FON without conducting negotiations.
Moreover, The Government intends to award without negotiations or interchanges. However, if during the evaluation period it is determined in the best interest of the Government to hold negotiations, the contracting officer may request, or allow for offerors to provide, proposal revisions to clarify and document understandings reached during negotiations. If negotiations are conducted, upon conclusion, each offeror shall be given an opportunity to submit a Final Proposal Revision (FPR). The FPR letter will include specific instructions on how offerors will submit FPRs. Therefore, each offer should contain the offeror’s best terms from a price, delivery and technical standpoint. Offerors’ responses to negotiations shall be considered in making the order selection decision.
Interchanges are fluid interactions between the PCO and Contractors that may address any aspect of the proposal. Interchanges may be conducted orally or in writing. Interchanges may be conducted with one, some, or all offerors as the Government is not required to conduct Interchanges with any or all contractors responding to a FON.
At the conclusion of evaluations, the Government will make an award to the offeror that is determined to be the best value based on the evaluation criteria described in the FON. It is anticipated that all TOs will be issued on a DD Form 1155 and represent the Government’s acceptance of the Contractor’s order proposal.
Protests and Order Ombudsman
1. IAW RFO 16.508, Protests of orders, No protest is authorized with the issuance or proposed issuance of an order under a task-order contract or delivery-order contract, except for a protest on the grounds that the order increases the scope, period, or maximum value of the contract; or for a protest of an order valued in excess of $35 million (10 U.S.C 3406(f)). Protests of orders in excess of the thresholds stated in RFO 16.508(a)(2) may only be filed with the Government Accountability Office, in accordance with the procedures at RFO 33.105. For this contract, the designated order ombudsman address is identified in the basic IDIQ at RFO 52.216-32 and Alternate I.
2. IAW RFO 52.216-32 and Alternate I (Sep 2019), the order ombudsman is responsible for reviewing complaints from multiple award contractors and ensuring that all of the contractors are afforded a fair opportunity to be considered for task orders in excess of the micro purchase threshold, consistent with procedures in the contract. However, it is not within the designated order contract ombudsman’s authority to prevent the issuance of an order or disturb an existing order.
Disclaimer These ordering procedures do not guarantee that a contractor will receive any order above the minimum guarantee(s) stated in this contract. The Government reserves the right to unilaterally modify the ordering procedures to place orders under this contract where changes to law, regulation, or agency policy direct such changes. Orders below the micro purchase threshold are not subject to these procedures.
