The solicitation pertains to repair and maintenance services for Rolls Royce modules, with the Government intending to award contracts to all qualified vendors who meet specific criteria. To be eligible for award, offerors must be listed as approved sources on the AFMC 762 for at least one module referenced in the Repair Qualification Requirements (RQR), possess Rolls Royce certification, and be determined responsible in accordance with Federal Acquisition Regulation 9.104 at the time of award. The Government reserves the right to award no contract or to conduct negotiations at its discretion.
Offerors must submit digital proposals via email to the Contracting Officer (Kawika Ah Lo) or Contract Specialist (Clifford Darrington) at the provided email addresses. Required proposal documentation includes a completed SF1447 form signed by the offeror to demonstrate Notice of Intent to Participate, applicable clause fill-ins from Part II Section I of the solicitation, representations and certifications from Part IV Section K, and—for unqualified offerors—Service Assessment Report (SAR) packages submitted in accordance with the RQR. The Government reserves the right to award based on initial proposals without negotiations, though negotiations may occur if deemed in the Government's best interest. Non-conformance with the solicitation requirements may result in unfavorable evaluation or proposal disqualification.
