About this file
This is an attachment to a Performance Work Statement (PWS) that outlines the CEMS (Contractor Enterprise Management System) access and security check process for new contractors not located at Tinker Air Force Base, Oklahoma.
The process consists of seven sequential steps that must be completed before CEMS access is granted. First, contractors must request a National Agency Check with Inquiries (NACI) and Credit Check by completing Air Force Form IMT 2583 and submitting fingerprints on form FD 258 via Federal Express to the buyer/Procurement Contracting Officer (PCO). Block 30 of the form must include the individual's phone number, email address, contract number, contract expiration date, and company name. Fingerprints can be completed at any military installation or, if unavailable, at a local police department by requesting the form from 405-892-7768 or 72ABW.PSI@us.af.mil. Once processed, the contractor will receive an email with instructions to complete an online security questionnaire at http://www.opm.gov/e-qip/. The Security Manager monitors the Joint Personnel Adjudication System (JPAS) and notifies the individual upon completion; a "Favorable" NACI rating is the minimum requirement for network and system access.
Second, upon NACI approval, contractors must complete DD Form 2875 for Air Force Portal access if they do not already have a username. This requires obtaining a Common Access Card (CAC) and registering at www.my.af.mil within 48 hours of CAC issuance. Third, contractors must complete DoD Information Awareness/Cyber Awareness training through the AF Portal (or at http://iase.disa.mil/eta/cyberchallenge/launchPage.htm if without a CAC) and print the completion certificate. Fourth, the completed DD Form 2875 and Non-Disclosure Statement must be submitted to CEMS.PMO.Security@us.af.mil or faxed to (405) 734-0666, with specific blocks completed by the contractor, supervisor, and company security manager. Fifth, the CEMS Program Management Office (PMO) processes the submission and creates the account within approximately 24 hours, sending access instructions via email. Contact information for CEMS Training and Support is provided at CEMS.PMO.Training@us.af.mil and CEMS.PMO.Helpdesk@us.af.mil respectively.
