About this file
This document is a Repair Qualification Requirement (RQR) specification for T56 aircraft engine repairs, issued by the U.S. Air Force Propulsion Sustainment Division on February 2, 2012 (Rev. 1).
The RQR establishes minimum technical requirements for sources seeking engineering source approval to repair T56 engines and select engine components classified as Critical Safety Items (CSIs) or Critical Application Items (CAIs). The qualification process occurs in two parts: Part I assesses the offeror's experience and capability to fulfill the repair workload, while Part II substantiates specific repair procedures, process control, and specialized testing of samples. The document identifies three key CSI/CAI parts eligible for qualification: the T56-A15 Power Section Unit Assembly, T56-A15 Reduction Gearbox, and T56 Torquemeter Unit Assembly. Sources must demonstrate capability through production quantities of approved items or similar items within the last three years for OEM or DoD Propulsion systems, fabricated using equivalent or more difficult materials and processes. Documentation requirements are extensive, including technical data packages, quality assurance manuals compliant with AS9100, NATO AQAP-2070, or ISO 9001:2000, repair process sheets, inspection method sheets, and evidence of sub-vendor approvals. Engineering source approval is valid for three years from the notification date, with resubstantiation allowed only if no significant process changes have occurred. The offeror must identify all repair sub-vendors and significant processes, with particular emphasis on castings, forgings, detail items, and subcontracted repairs. Part II source demonstration costs are estimated to range from $10,000 for component-level testing to $2,000,000 for full engine tests, with the government potentially assuming these costs if in its best interest.
