About this opportunity
The Department of the Air Force Materiel Command Test Center seeks design, procurement, and installation of a Survivability Test Stand at Holloman Air Force Base and White Sands Missile Range, New Mexico, with proposals due March 16, 2026 at 1400 MST. Amendment 0002, issued March 2, 2026, extended the deadline from March 9 and revised contract ceiling, pricing sheets, and evaluation factors.
This is an unrestricted, competitive best-value acquisition for a single firm-fixed-price IDIQ contract with a five-year ordering period. The IDIQ ceiling is $150 million with a minimum order of $10,000 and maximum order of $90 million per FAR 52.216-19. Place of performance is 145 E Delaware Ave, Holloman AFB, NM 88330, with subordinate performance at the National Radar Cross-Section Test Facility on White Sands Missile Range, approximately 50 miles within WSMR.
The STS will deliver outdoor high-fidelity RCS, infrared, and acoustic measurement capability for running aircraft engines, including a 180-degree rotatable engine stand, radar systems (3-D Deep Cavity Scanner, IR, Acoustics, SAR/ISAR), and supporting infrastructure (Mission Control, storage, fuel delivery, fire suppression, earthwork). The system must accommodate current-era large military turbofan engines and future military engines with representative inlet and exhaust ducting.
Evaluation uses three factors: Technical (Technical Approach, Management Approach, Integration Approach evaluated pass/fail), Price, and Past Performance, with past performance evaluated as significantly more important than price. All technically acceptable proposals are considered technically equal; award may go to a higher-priced offeror if past performance justifies the cost difference. The lowest-priced, technically acceptable offeror with Substantial Confidence past performance constitutes best value. Offerors must demonstrate 10% small business participation (of $100 million baseline), maintain NIST SP 800-171 compliance with a minimum score of 110 in the Supplier Performance Risk System, and submit a comprehensive small business subcontracting plan with goals of 30% small business, 3% HUBZone, 5% service-disabled veteran-owned, 5% small disadvantaged business, and 5% women-owned small business.
Proposals comprise four volumes: Volume I (Contract Documentation, including SF 1449, Small Business Subcontracting Plan, OCI Mitigation Plan, NIST compliance plan), Volume II (Technical Proposal, maximum 100 pages, with Contractor Statement of Work), Volume III (Initial Order Price Proposal using Attachment 4.7), and Volume IV (Past Performance Information via PPI Tool, up to five contracts for prime and three per major subcontractor). Submission is via PIEE. The estimated start date for the initial order is June 15, 2026.
NAICS 334511, PSC 5840. Procuring Contracting Officer is Tyler Payne (tyler.payne.9@us.af.mil); technical and cost/price data may be disclosed to non-government advisors Canvas Inc, LLC and Beyond New Horizons, LLC. A mandatory site visit occurred February 24–25, 2026. Some SOO attachments (Use Cases, KPPs/KSAs) are export-controlled and restricted to DoD contractors with Joint Certification Program approval; interested parties must submit DD Form 2345 to access.
