About this file

This document is an Industry Day briefing presentation for the Survivability Test Stand (STS) project conducted by the Arnold Engineering Development Complex (AEDC) on February 24, 2025.

The STS project will establish new measurement capabilities at the National Radar Cross-Section Test Facility (NRTF) on White Sands Missile Range to acquire high-fidelity outdoor RCS measurements, IR measurements, and acoustics data from running aircraft engines. The system will include a rotatable engine stand capable of ±180-degree azimuth adjustment, supporting infrastructure for engine fuel delivery, thrust measurement, cooling, fire suppression, and secure test article storage. Engine types tested will include current-era large military turbofan engines and future military engines with representative inlet and exhaust ducting. The anticipated single-award, firm-fixed-price IDIQ contract will have a $150 million ceiling with a minimum of $10,000, a five-year ordering period, and performance start around June 2026. The government will issue a Statement of Objectives (SOO) addressing specific use cases, key performance parameters, and key system attributes, requiring contractors to submit a Contractor Statement of Work (CSOW) as part of their RFP response. Evaluation will use a competitive best-value source selection approach where all technically acceptable offers are considered technically equal, with tradeoffs occurring only between past performance and price. The planned acquisition schedule includes RFP release on January 23, 2026, Industry Days on February 24-26, 2026, proposal due date of March 9, 2026, and contract award in June 2026. Delivery orders will be structured with an initial order covering kick-off through Preliminary Design Review, subsequent orders covering design and build phases, and final orders achieving Initial Operating Capability and Full Operating Capability.
