Summary: Justification and Approval (J&A) for Other Than Full and Open Competition
This is a Justification and Approval (J&A) document for a non-competitive contract action under the authority of 6.302-1, USC 3204(a)(1) (Only One Responsible Source). The contracting activity is AFTC/PZI (Arnold) – OL Holloman for a new Survivability Test Stand (STS) requirement at Holloman Air Force Base. The J&A is an Individual type (not Class) and was approved on 12 June 2025 following coordination signatures from 4 June to 9 June 2025. The document justifies the sole-source acquisition of four brand-name software and hardware items that are firm fixed price components of the STS contract, which will be competed on Sam.gov as a full and open solicitation.
The required items include: (1) VNA Software—a Keysight Technologies Vector Network Analyzer (M9837A PXle) required for signal compatibility with existing radars; (2) SABER Software—custom-built NRTF post-processing software modification by KBR Inc. to integrate STS into existing systems; (3) REAPR Software—a Dynamic Motion Control (DMC) command and control module for STS equipment rotation and positioning; and (4) ISAR Software and Hardware—a Denmar Technical Services (DTS) data collection system custom-made for NRTF application. Market research through an RFI issued 14-27 March 2025 via the Enterprise-Wide Agile Acquisition Contract (EWAAC) resulted in three vendor responses, none of which stated capability to perform this work. The justification establishes that each vendor is the only source capable of providing interoperable solutions due to the proprietary and custom-built nature of the components, with the NRTF having invested significant funds in existing systems.
