About this file
This is a Statement of Objectives (SOO) for the AEDC-NRTF Survivability Test Stand (STS) project, a ground test capability expansion for the Arnold Engineering Development Complex's National Range Test Facility. The program objective is to establish an outdoor survivability test stand capability with high-fidelity measurement systems for running aircraft engines, including Radar Cross Section (RCS) measurements of engine plumes and embedded engines, infrared measurements, and acoustic survey capabilities. The test stand will feature ±180-degree azimuth rotation providing 360-degree field of regard, accommodate current and future large military engines, and include infrastructure for engine fuel supply/delivery, flow measurement, test article controls, and secure preparation and storage areas for test articles and consumables. The capability must meet threshold Key Performance Parameters and Key System Attributes detailed in attachments, with expanded goals to meet objective KPPs and KSAs.
The contractor must deliver a Statement of Work with specific, performance-based, quantitative terms satisfying the use cases and performance parameters outlined in the SOO attachments, including onsite operator and maintenance training. Key contract milestones include System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), Initial Operational Capability (IOC), and Full Operational Capability (FOC), with the contractor held to IEEE standard 152882.2-2014 for SRR, PDR, and CDR criteria. Site acceptance testing must be completed at the 704 TG Det 1 (NRTF) RAMS location. Contractors must provide personnel capable of accessing Holloman Air Force Base, White Sands Missile Range, and the RAMS NRTF facility located approximately 50 miles within WSMR, with prior coordination required at least 30 days in advance. The Government shall receive Unlimited Data Rights to all technical data and reports produced during contract performance.

Statement of Objectives (SOO) AEDC-NRTF Survivability Test Stand (STS)
1. Program Objectives
It is the intent of AEDC-NRTF to expand their current capabilities by adding a new outdoor survivability test stand capability. To aid in this endeavor, the STS project addresses the ground-test capability gap by providing the NRTF with an outdoor test stand capability and new measurement capabilities to permit acquisition of high-fidelity outdoor RCS measurements, IR measurements, and acoustics measurements from a running aircraft engine. This capability accommodates current era large military engines and future engines to measure RCS of the engine plume and RCS of the engine as embedded in a representative shroud. It incorporates a means of rotation, which provides ±180-degree azimuth adjustment to present the range instruments with a full 360-degree Field of Regard with respect to the engine test-article. This includes any adjustments or modifications necessary to meet any Navy specific test requirements.
Additionally, the STS project includes infrastructure and equipment to provide:
• IR-measurements for running aircraft engines
• Acoustic survey for running aircraft engines
• Test-support and data-acquisition systems required for the engine Use Case Testing (such as engine fuel supply/delivery and flow measurement, test article and controls)
• Secure preparation and storage areas for test-articles, special test equipment, and consumables
The minimum success criteria are to meet the Use Cases (see Attachment 1) and the threshold Key Performance Parameters (KPPs) and Key System Attributes (KSAs) (see Attachment 2).
The expanded goal of the STS is to meet the objective KPPs and KSAs.
2. Contract Objectives At a minimum, the contract shall define the following:
2.1. Work to-be Performed:
Deliver specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy the requirement in accordance with (IAW) SOO Attachment 1 – Use Cases and Attachment 2 – KPPs and KSAs. The SOW shall include on-site operator and maintenance training. Contractor shall propose the amount of time needed to complete these training events.
2.2. Milestones:
Planned, significant events (milestones) scheduled to occur at specific times in performance of the SOW, to include all deliverables. For purposes of the SRR, PDR and CDR the Contractor will be held to the standards outlined in IEEE standard 152882.2-2014. The SRR criteria is in Section 6.3 and Table 5, PDR criteria is in Section 6.5 and Table 13, and the CDR criteria is in Section 6.6 and Table 17. The IOC criteria is detailed in Attachment 3 and the FOC exit criteria is in Attachment 4. Contractor shall complete site acceptance testing at the 704 TG, Det 1 (NRTF), RAMS location. In order to successfully complete a major milestone (SRR, PDR, CDR, IOC and FOC) the contractor shall:
a) Satisfy the exit criteria checklist provided for each review and showing the threshold criteria is met or can be met
b) Receive approval of the disposition of the action items generated during the technical review
c) Receive approval of the technical baseline, and cost baseline as applicable
d) Demonstrate that the maturity of the technical baseline (and cost baseline) is sufficient to proceed to the next milestone
e) Provide an assessment of the risks associated with the system are documented, have resourced and funded mitigation plans, and are at an acceptable level to support completing the next milestone
f) Receive approval from the Government Chair to proceed and documented in a letter/memorandum
2.3. Data Deliverables.
Tangible or intangible data items produced as a result of the work performed, and their anticipated delivery date, method of delivery, format, and quantity. The CDRLs in the attached list are for the entire contract and separate CDRLs are identifed for each Delivery Order.
Regular and recurring meetings shall be conducted over Teams (and recorded) to the maximum extent possible. Major reviews such as SRR, PDR and CDR will be coordinated in advance (whether in person or Teams) but if it’s in person will be held at the contractor’s facility.
2.4. Data Rights.
The Government shall receive Unlimited Data Rights to all technical data and reports (i.e., data deliverables) produced in performance of the SOW.
3. Quality Control Plan (QCP):
Development and maintenance of a quality control plan to ensure the requirement is met IAW the SOW. Development and implementation of procedures to meet milestones. Development and implementation of procedures to ensure appropriate corrective action is taken when milestones are not met.
4. Program Management Objective:
Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see SOO Attachment 1 – Use Cases and Attachment 2 – KPPs and KSAs). Clear government visibility into the schedule, performance, and risks shall be maintained.
5. Site Access:
The contractor shall provide personnel capable of accessing Holloman Air Force Base, White Sands Missile Range and the RAMS NRTF facility located approximately 50 miles within WSMR.
Prior coordination for visit requests and site access is required at least 30 days in advance, shall follow Holloman AFB and WSMR instructions. Additional information on the Holloman AFB Visitor Reception Center can be found here: Holloman Air Force Base Visitor Reception Center | Military.com and coordinated with Ashley McManus or Michael McGuire at 575-572-7304. Prior coordination for base access and deliveries is required.
