About this file
This is a Statement of Objectives (SOO) for Delivery Order 1 under federal contract FA9101-26-R-B005 for the AEDC-NRTF Survivability Test Stand (STS) project.
DO 1 objectives require the contractor to complete preliminary design activities for the STS system, which comprises three components: Test Stand, Radar, and Infrastructure. The contractor must develop a Contractor Statement of Work (CSOW) for the subsequent Critical Design Review phase while meeting threshold Key Performance Parameters and Key System Attributes outlined in SOO attachments. Primary milestones include: a three-day kick-off meeting at the NRTF RAMS facility (with facility tours and requirements review), a System Requirements Review at contractor facilities, a Preliminary Design Review at contractor facilities, and submission of the CSOW for CDR. All reviews must comply with IEEE standard 152882.2-2014 exit criteria and demonstrate adequate technical and cost baseline maturity, acceptable risk mitigation, and action item resolution before proceeding. Required data deliverables include 16 Contract Data Requirements Lists covering project management, systems engineering, risk management, safety, configuration, scheduling, software development, and technical reports. The Government receives Government Purpose Data Rights to all technical data produced. Additional requirements include developing and maintaining a Quality Control Plan with corrective action procedures, providing maximum management flexibility while maintaining government visibility into schedule and performance, and ensuring contractor personnel can access Holloman Air Force Base, White Sands Missile Range, and the RAMS NRTF facility with at least 30 days advance coordination for site visits.

Attachment 8
Statement of Objectives (SOO) Delivery Order (DO) 1
AEDC-NRTF Survivability Test Stand (STS)
1. Delivery Order 1 Objectives
The purpose of DO 1 is to complete the actions necessary to successfully accomplish the Preliminary Design Review (PDR) for the STS system. The system includes the following components: Test Stand, Radar and Infrastructure. These components shall be designed in order to meet the Use Cases (see Attachment 1) and the threshold Key Performance Parameters (KPPs) and Key System Attributes (KSAs) (see Attachment 2).
2. Contract Objectives At a minimum, the contract shall complete the following:
2.1. Work to-be Performed:
Contractor shall develop and deliver a specific, performance-based, quantitative terms of the work to-be-done, in the form of a Contractor Statement of Work (CSOW) for CDR, to satisfy the requirement in accordance with (IAW) SOO Attachment 1 – Use Cases and Attachment 2
– KPPs and KSAs.
2.2. Milestones:
Planned, significant events (milestones) scheduled to occur at specific times in performance of the SOW, to include all deliverables. For purposes of DO 1, the contractor shall:
- Prepare for and execute a Kick-Off meeting. This meeting shall be held at the NRTF RAMS site and will last 3 days. The contractor shall travel to the NRTF RAMS site, this meeting may include discussions up to the Secret level.
o Day 1 shall include a detailed review of the requirements, KPPs, KSAs and Use Cases o Day 2 shall include tours of the existing RAMS facilities o Day 3 shall include discussions of the data discussed on the previous 2 days, plans to execute the project and IEEE standard 152882.2-2014.
- Prepare and conduct System Requirements Review (SRR) o SRR shall be held at the contractor’s facility(ies) and shall include a detailed review of the individual requirements
- Prepare and conduct a Preliminary Design Review (PDR) o PDR shall be held at the contractor’s facility(ies)
- Prepare and submit CSOW for CDR Contractor will be held to the standards outlined in IEEE standard 152882.2-2014. The SRR criteria is in Section 6.3 and Table 5, PDR criteria is in Section 6.5 and Table 13.
In order to successfully complete the SRR and PDR the contractor shall:
a) Satisfy the exit criteria checklist provided for each review and showing the threshold criteria is met or can be met
b) Receive approval of the disposition of the action items generated during the technical review(s)/meetings
c) Receive approval of the technical baseline, and cost baseline as applicable
d) Demonstrate that the maturity of the technical baseline (and cost baseline) is sufficient to proceed to the next milestone
e) Provide an assessment and document the risks associated with the system, have resourced and funded mitigation plans, and are at an acceptable level to support completing the next milestone
f) Receive approval from the Government Chair to proceed and documented in a letter/memorandum
2.3. Data Deliverables.
Tangible or intangible data items produced as a result of the work performed, and their anticipated delivery date, method of delivery, format, and quantity. The following list of CDRLs are anticipated:
A001 Contract Funds and Status Report
A002 Project Management Plan
A003 Systems Engineering Plan
A004 Risk Management Plan
A005 Risk Management Status Report
A006 Life Cycle Support Plan
A007 Safety Plan
A008 Configuration Plan
A009 Work Breakdown Structure
A010 Integrated Master Schedule for PDR
A011 Presentation Materials
A012 Software Development Plan
A014 Meeting Minutes
A016 Scientific and Technical Reports
2.4. Data Rights.
The Government shall receive Government Purpose Data Rights to all technical data and reports (i.e., data deliverables) produced in the performance of the CSOW.
3. Quality Control Plan (QCP):
Development and maintenance of a quality control plan to ensure the requirement is met IAW the CSOW. Development and implementation of procedures to meet milestones. Development and implementation of procedures to ensure appropriate corrective action is taken when milestones are not met.
4. Program Management Objective:
Allow contractor the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see SOO Attachment 1 – Use Cases and Attachment 2 – KPPs and KSAs). Clear government visibility into the schedule, performance, and risks shall be maintained.
5. Site Access:
The contractor shall provide personnel capable of accessing Holloman Air Force Base, White Sands Missile Range and the RAMS NRTF facility located approximately 50 miles within WSMR.
Prior coordination for visit requests and site access is required at least 30 days in advance, shall follow Holloman AFB and WSMR instructions. Additional information on the Holloman AFB Visitor Reception Center can be found here: Holloman Air Force Base Visitor Reception Center | Military.com and coordinated with Ashley McManus 575-572-7304 or Michael McGuire at 575- 572-1015.
