EDWARDS AIR FORCE BASE CALIFORNIA

MEMORANDUM FOR Past Performance Questionnaire Evaluators

FROM: AFTC/PZIH (Holloman)

SUBJECT: Request for Source Selection Information, FA9101-26-R-B005 Survivability Test Stand (STS)

1. The Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, TN, is in the process of selecting a contractor for the Survivability Test Stand effort. The purpose of this task order is to design, fabricate and install an STS that provides high-fidelity Radar Cross-Section (RCS), acoustics and infrared (IR) measurements from running aircraft engines at the National Radar Cross Section Test Facility located on White Sands Missile Range, NM.

2. One of the considerations in proposal evaluation is the verification of the offeror’s past and current performance on contracts, which reflects the offeror's ability to perform on the proposed effort. Information received from agencies which have had first-hand experience with an offeror is crucial to the evaluation of the offeror's performance on those contracts. Our areas of interest in the offeror are summarized in the attached questionnaire.

3. To assist in our evaluation of the offeror’s past and current performance, we respectfully request that you complete the attached Past Performance Questionnaire (PPQ). Due to a constrained schedule, please provide your written response via email to charles.king.42@us.af.mil and brett.moore.6@us.af.mil by 9 March 2026. This will allow sufficient time to analyze the data prior to the start of potential interchanges. Since the PPQ is considered fair opportunity selection information when completed, it is important that the completed questionnaire is returned directly to the Government. Your completed questionnaire will become a part of the official fair opportunity selection records.

4. Your assistance is greatly appreciated, and your prompt response will be important to the successful and timely completion of this acquisition. Please contact us at charles.king.42@us.af.mil and brett.moore.6@us.af.mil if you have any questions.
